Program Overview

The Senior Drupal Technical Lead / Web Modernization Architect supports enterprise digital modernization initiatives by providing technical leadership for Drupal-based web platforms, cloud-hosted applications, DevSecOps adoption, and enterprise web governance. This role helps drive modernization strategies that improve performance, security, scalability, and user experience across public-facing digital services.

Position Overview

RIVA Solutions is seeking a Senior Drupal Technical Lead / Web Modernization Architect to serve as the principal technical advisor for enterprise web platforms and applications. The successful candidate will lead Drupal modernization initiatives, define architecture strategies, guide cloud and DevSecOps adoption, and collaborate with stakeholders to deliver secure, scalable, and maintainable digital solutions.

Core Responsibilities
  • Serve as the senior technical lead for enterprise web platforms and applications, providing architecture guidance, implementation recommendations, and technical risk mitigation.
  • Lead Drupal-based website and application modernization efforts, including upgrades, migrations, re-platforming initiatives, and feature releases.
  • Guide engineering approaches for open-source web development utilizing Drupal, PHP, MySQL, Drush, Git, Composer, Varnish, and Drupal Migrate API.
  • Drive DevSecOps and CI/CD improvements through adoption of automated testing, code scanning, release automation, and pipeline best practices.
  • Collaborate with infrastructure and cloud teams to support hosting, deployment, performance, scalability, and operational excellence.
  • Ensure solutions comply with applicable security, privacy, accessibility, and web governance standards.
  • Partner with product owners, UX teams, content strategists, QA teams, and operations personnel to define technically sound solutions.
  • Develop future-state roadmaps supporting platform consolidation, reusable frameworks, modernization investments, and delivery improvements.
  • Provide technical leadership for cloud-based web environments utilizing AWS, Akamai, Cloudflare, or equivalent platforms.
  • Advise stakeholders on technology strategy, modernization priorities, and enterprise architecture decisions.
Minimum Qualifications
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field, or equivalent practical experience.
  • 10+ years of Drupal experience including enterprise-scale website design, implementation, and modernization.
  • Expertise with PHP, MySQL, Drush, Git, Composer, Varnish, and Drupal Migrate API.
  • Experience leading technical modernization initiatives involving migrations, upgrades, cloud adoption, and DevSecOps practices.
  • Working knowledge of Jenkins, GitHub, GitLab, BitBucket, and CI/CD automation tools.
  • Experience with AWS, Akamai, Cloudflare, GovCloud, or comparable cloud-hosted web platforms.
  • Strong written and verbal communication skills with the ability to communicate complex technical concepts to technical and non-technical audiences.
  • Ability to obtain and maintain a Public Trust clearance.
Preferred Qualifications
  • Experience supporting Federal digital communications, public affairs, or public-facing web modernization programs.
  • Experience establishing open-source governance policies, reusable frameworks, and enterprise technical standards.
  • Knowledge of FedRAMP, FERPA, GDPR, HIPAA, PCI, CCPA, SOC1, and SOC2 compliance frameworks.
  • Experience leading multi-site Drupal implementations and large-scale enterprise migrations.
  • Experience developing modernization roadmaps focused on performance, scalability, and delivery efficiency.
  • Acquia Certified Drupal Developer certification or equivalent credentials.
  • Experience advising Federal agencies or similarly complex enterprise organizations on platform modernization.
