Role Summary

Designs and builds the user experience for high-volume, public-facing digital services used by a broad and diverse population. Combines human-centered design research with hands‑on accessible front‑end implementation, so designs ship rather than sitting in a design tool.

Key Responsibilities
  • Conduct human-centered design activities: user research, journey mapping, personas, task analysis, and usability testing.
  • Produce wireframes, interactive prototypes, and high-fidelity designs; maintain a design system and component library.
  • Implement responsive, mobile-first front-end code (HTML5, CSS3, JavaScript) integrated into the CMS theme layer.
  • Design and build complex multi-step forms with progressive disclosure, inline validation, save-and-resume, and clear error recovery.
  • Own accessibility from design through delivery — WCAG 2.1 AA, semantic markup, keyboard navigation, focus management, ARIA where required.
  • Apply plain-language and content design principles for low-literacy and limited-English-proficiency audiences, including bilingual layouts.
  • Validate designs with analytics, A/B testing, and usability findings; iterate on evidence.
  • Partner with developers and testers to ensure implemented UI matches design intent and passes accessibility validation.
  • Implement designs using USWDS and coordinate with DOL Digital Transformation/SORT stakeholders; ensure consistency with DOL.gov patterns and the 21st Century IDEA.
  • Validate designs across current and previous major browsers, desktop/tablet/mobile form factors, keyboard-only interaction, screen readers, and responsive breakpoints.
  • Design for bilingual English/Spanish content, complex public forms, real-time validation, clear error recovery, and low-literacy/limited-English-proficiency users.
Required Skills & Experience
  • 5+ years combined UX design and front-end development for public-facing or enterprise web applications.
  • Proficiency with Figma (or equivalent) and design system maintenance.
  • Strong hands‑on HTML5, CSS3 (Sass/Tailwind/Bootstrap), and JavaScript; ability to implement your own designs.
  • Demonstrated WCAG 2.1 AA / Section 508 accessible design and development practice.
  • Human-centered design methods including moderated usability testing.
  • Experience designing within a CMS theming context (Drupal Twig or comparable).
  • Responsive and mobile-first design fluency across devices and assistive technologies.
  • Hands‑on USWDS implementation experience and strong understanding of federal digital‑service design standards.
  • Ability to pair design artifacts with measurable usability/accessibility acceptance criteria and support automated/manual QA validation.
Preferred Qualifications
  • Experience with federal design standards and public‑sector service design.
  • Bilingual (English/Spanish) content and layout design experience.
  • Front‑end framework experience (React, Vue) for interactive components.
  • Familiarity with analytics-driven design optimization.
Education

Bachelor's degree in Human‑Computer Interaction, Design, Computer Science, or a related field; portfolio required.
