Description The Streets Superintendent plans, directs, and evaluates the operations of the Streets, Drainage, and Right-of-Way divisions within the Public Works Department to ensure City infrastructure and public rights-of-way are safe, functional, compliant, and maintained in a cost-effective manner. The position provides leadership to assigned personnel; manages maintenance, repair, and improvement programs; administers budgets, contracts, equipment, and materials; coordinates with internal and external partners; and responds to public concerns and emergencies.

This position reports to the Assistant Director of Public Works and is subject to after-hours call-out for roadway, drainage, severe-weather, and other Public Works emergencies. Examples of Duties The following duties are intended only as illustrations of the various types of work performed. Plans, directs, and evaluates daily and long-range operations for the Streets, Drainage, and Right-of-Way divisions, including pavement, curbs, sidewalks, traffic signs and markings, drainage channels and structures, vegetation, and other assets within the public right-of-way, to maintain safe and reliable public infrastructure. Establishes work priorities and preventive-maintenance schedules; assigns personnel, equipment, and materials; monitors work orders and service levels; and adjusts resources as conditions change to complete work safely, efficiently, and on schedule. Supervises assigned employees directly and through subordinate supervisors by participating in selection, onboarding, training, coaching, performance evaluation, recognition, and corrective action to maintain an accountable, skilled, and service-oriented workforce.

Develops, implements, and evaluates operating procedures, performance measures, and work standards for assigned functions to support consistent service delivery, regulatory compliance, operational efficiency, and the City's goals and priorities. Inspects streets, drainage systems, rights-of-way, work zones, and completed projects; reviews work quality and asset conditions; and directs corrective or preventive action to protect the public and extend the useful life of City infrastructure. Coordinates maintenance, repair, and minor construction projects with Engineering, Utilities, Development Services, Parks, Police, contractors, developers, utility companies, TxDOT, and other agencies to minimize service disruptions and ensure work within the public right-of-way meets City standards.

In coordination with the Assistant Director, ensures the measurable goals and required training of the City's Municipal Separate Storm Sewer System (MS4) plan is administered throughout the City in accordance with the State Requirements. Reviews construction plans, specifications, estimates, permits, and proposed work affecting streets, drainage systems, or public rights-of-way; provides operational input and verifies field conditions so improvements are maintainable and conform to applicable requirements. Administers assigned contracts and vendor services by helping develop scopes and specifications, monitoring schedules and performance, reviewing work and invoices, and documenting acceptance to ensure the City receives compliant and cost-effective services.

Develops and monitors division operating and capital budget requests; forecasts staffing, equipment, material, and project needs; authorizes or recommends expenditures; and tracks spending to support responsible use of City resources. Manage procurement, inventory, maintenance, and replacement planning for assigned vehicles, heavy equipment, tools, materials, and supplies to ensure crews have safe, serviceable resources available for scheduled and emergency work. Maintains accurate operational and regulatory records, including work orders, inspections, asset and inventory information, expenditures, employee documentation, safety and training records, and project files; prepares reports and analyzes service data to support compliance, planning, and management decisions.

Ensures assigned operations comply with applicable federal, state, and local laws; City ordinances and specifications; the Texas Manual on Uniform Traffic Control Devices; environmental and stormwater requirements; safety rules; and departmental procedures to reduce risk and protect employees and the public. Promotes a strong safety culture by conducting or coordinating job briefings and training, identifying and correcting hazards, verifying appropriate traffic control and personal protective equipment, investigating incidents, and enforcing safe work practices. Receives and investigates service requests, complaints, and questions from residents, businesses, and other stakeholders; explains City responsibilities and project impacts; coordinates appropriate action; and communicates resolutions to provide responsive public service.

Plans and coordinates the division's response to flooding, severe weather, roadway hazards, debris, infrastructure failures, and other emergencies; participates in emergency-management activities and remains available for after-hours call-out to restore safe conditions and essential services. Represents the division at meetings and provides technical and operational information to City leadership, boards or commissions, contractors, partner agencies, and the public to support coordination, transparency, and informed decision-making. Performs other related duties as assigned.

Typical Qualifications Education and Experience: High school diploma or equivalent, supplemented by seven (7) years of progressively responsible experience in municipal street, drainage, right-of-way, public works construction, maintenance, or a closely related field, including at least three (3) years of supervisory or management experience. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. Special Qualifications: Valid State of Texas Class "C" driver's license within 90 days of hire with an acceptable driving record.

Supplemental Information Knowledge of: Principles and practices of municipal street, pavement, curb, sidewalk, drainage, and right-of-way maintenance, repair, and minor construction. Methods, materials, vehicles, heavy equipment, tools, and work practices used in streets, drainage, vegetation management, traffic-control, and right-of-way operations. Supervisory and management practices, including work planning, employee development, performance management, and organizational leadership.

Applicable federal, state, and local laws, regulations, codes, ordinances, standards, and permit requirements governing assigned Public Works activities, including stormwater and environmental compliance. Texas Manual on Uniform Traffic Control Devices requirements and safe work-zone traffic-control practices. Occupational safety principles, hazard identification, incident prevention, emergency response, and the proper selection and use of personal protective equipment.

Municipal budgeting, purchasing, contract administration, inventory control, and equipment replacement planning. Infrastructure inspection, asset management, preventive maintenance, work-order systems, recordkeeping, and performance measurement. Construction plans, specifications, cost estimates, schedules, and quality-control practices applicable to assigned infrastructure.

Skill in: Planning, prioritizing, coordinating, and evaluating multiple crews, projects, service requests, and emergency assignments. Leading, supervising, coaching, and evaluating employees while promoting teamwork, accountability, safety, and customer service. Inspecting infrastructure and work sites; identifying deficiencies and hazards; and determining appropriate maintenance, repair, or corrective action.

Reading and interpreting construction plans, technical specifications, maps, regulations, contracts, budgets, and operational reports. Estimating labor, equipment, materials, quantities, schedules, and costs for maintenance and construction activities. Using computers, mobile devices, work-order or asset-management systems, geographic information systems, and standard office software to maintain records, analyze data, and prepare reports.

Communicating clearly and professionally, verbally and in writing, with employees, City officials, contractors, agencies, residents, and other stakeholders. Ability to: Exercise independent judgment, make sound operational decisions, and respond effectively to changing priorities, field conditions, and emergencies. Develop and implement work plans, procedures, service standards, and performance measures that support safe, efficient, and compliant operations.

Build effective working relationships, resolve concerns, manage conflict, and coordinate work across departments and organizations. Manage budgets, contracts, purchases, inventory, and other City resources accurately and responsibly. Work independently, maintain confidentiality when required, organize detailed records, and complete reports and administrative responsibilities within established deadlines.

Respond to after-hours call-outs and work extended or irregular hours during emergencies, severe weather, special events, or other operational needs.
