Job description

Position Title: Contracts Specialist Reports To: Director of Contracts Position Summary: The Contract Specialist is responsible for managing, negotiating, and administering contracts to ensure compliance with company policies, legal requirements, and industry standards. This role involves reviewing contract terms, assessing risks, and collaborating with internal and external stakeholders to support procurement and contractual operations. The position will require thorough research into regulations to ensure compliance with all applicable guidance.

The Contract Specialist will play a vital role in managing the lifecycle of contracts, from inception to execution, and ensure that contractual obligations are met in a timely and efficient manner. The Contract Specialist position is available in three tiers: Contract Specialist Tier I (Entry-Level), Contract Specialist Tier II (Mid-Level), and Senior Contract Specialist (Senior-Level). The core duties remain consistent across all levels, with increasing autonomy, complexity, and leadership expectations based on the level of experience and tier level.

Contract Administration: Administer executed contract actions by monitoring compliance with contractual obligation. Managing changes by processing amendments, modifications, or extensions. Track milestones and deliverables to ensure deadlines and key obligations are met.

Maintain accurate and up-to-date contract records and documentation. Handle payments and invoices, ensuring billing accuracy and timely payments (Tier II & Senior). Resolve disputes and address performance issues or disagreements (Tier II & Senior).

Compliance & Risk Mitigation: Ensure contracts comply with federal, state, and company regulations and policies. Support internal audits and reporting related to contract performance and compliance. Analyze contract terms and conditions to identify and mitigate potential risks (Tier II & Senior).

Collaboration & Guidance: Coordinate with internal and external stakeholders to facilitate contract execution. Provide guidance on contractual obligations and policies to internal stakeholders. Provide contract analyses to identify and mitigate potential risks or disputes and conflicts prior to contract execution.

Specialized Senior Responsibilities: Lead and manage complex contract negotiations and scope definition (Senior). Provide mentorship and training to junior team members (Senior). Support advanced contract management strategies and initiatives (Senior).

Skills/Technical Knowledge: Strategic and Analytical Thinking Time Management and Organizational Skills Clear and Effective Communication Problem-Solving and Critical Thinking Attention to Detail Strong Negotiation Abilities (Tier II & Senior) Ethical Conduct Education, Training & Experience: Contract Specialist Tier I: 0-3 years of relevant experience Preferred: Shipyard/Industrial experience. Contract Specialist Tier II: 3-7 years of experience in contract management, including negotiation and scoping.

Preferred: Shipyard/Industrial experience. Bachelor's degree in business or a related field. Preferred: DAWIA Level I, CFCM, or CPCM certifications.

Senior Contract Specialist: 7+ years of experience in contract management, with a focus on complex negotiations and scoping. Preferred: Shipyard/Industrial Experience. Bachelor's degree in business or a related field.

Expected: DAWIA Level II or III, CFCM, or CPCM certifications. Pacific Shipyards International, LLC. Expectations of Employee: Is committed to the company values and adheres to all policies and procedures.

Perform duties of his/her job and as assigned by Management. Maintain a positive and respectful attitude and conduct her/himself with integrity and in a polite, professional manner treating customers and co-workers courteously and respectfully. Communicates regularly with Officers, Managers & Supervisors about various division and department issues.

Consistently be on time for work, meetings and appointments and deliver work projects by assigned due dates. Maintain assigned work areas in a clean and orderly fashion. Maintain and ensure the safety of all assigned equipment.

Perform all duties in conformance to appropriate safety and security standards. Meet productivity goals and quality standards as set by management. Qualification/Requirements: Must show proof of your legal right to work in the United States This position requires US Citizenship due to clearance required for base access Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC) Must be able to successfully obtain and maintain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites All candidates must submit to and pass a post-offer drug screening and a background check before employment begins.
