Job Overview:

 

The Treasury Controls Manager is responsible for leading and overseeing four critical functions within the Treasury department: Fraud Prevention & Positive Pay, Fraud Resolution & Case Management, Online Banking User Management, and ERP & Treasury Workstation Administration. This role serves as the subject matter expert and program owner across all four areas, building and managing a team of coordinators to ensure operational excellence, regulatory compliance, and risk mitigation. The Manager partners closely with the Senior Director of Treasury Services, banking partners, and internal stakeholders to develop, implement, and enforce policies and SOPs, drive process improvements, and maintain the integrity of the organization’s banking infrastructure across all markets.

 

Your Responsibilities:

Fraud Prevention & Positive Pay

  • Own and oversee the ACH and Check Positive Pay programs end-to-end, ensuring all exception queues are managed accurately and timely by the team.
  • Supervise coordinators responsible for daily positive pay exception monitoring, decision-making, and disposition.
  • Manage banking relationships related to positive pay setup, configuration, and program enhancements.
  • Develop, implement, and enforce fraud control policies, SOPs, and internal controls; ensure team adherence to established procedures.
  • Produce and present fraud trend analysis and reporting to Treasury leadership, identifying patterns and recommending proactive controls.

Fraud Resolution & Case Management

  • Own the end-to-end fraud case management process, from initial detection through investigation, escalation, and resolution, maintaining case documentation and reporting outcomes to Treasury leadership.
  • Serve as the primary escalation point for fraud cases, leading resolution efforts in coordination with banking partners and internal stakeholders.
  • Coordinate with internal stakeholders such as property managers, accounting teams, and regional leaders to gather information needed to support fraud investigations.
  • Maintain a fraud case tracking log, ensuring all cases are documented with status updates, resolution details, and timelines.
  • Analyze resolved fraud cases to identify root causes and recommend preventive measures to strengthen controls.
  • Ensure timely communication to affected stakeholders throughout the fraud resolution process.

People Leadership & Development

  • Build, lead, and develop a team of coordinators across Fraud & Positive Pay, Online Banking User Management, and Treasury Systems & Account Administration functions.
  • Provide ongoing coaching, training, and performance feedback to build team capabilities and ensure operational accuracy, compliance, and adherence to policies.
  • Maintain staffing coverage and contingency plans to ensure on-time service delivery during periods of unexpected absences or transitions.
  • Support hiring, onboarding, performance evaluations, and personnel actions including promotions, disciplinary measures, and terminations.
  • Foster a culture of service excellence, accountability, and continuous improvement.
  • Establish clear objectives, priorities, and service standards across all three functional areas, ensuring timely and accurate execution and issue resolution.
  • Develop, implement, and enforce departmental policies and SOPs across all areas of responsibility, ensuring consistency and accountability across the team and broader organization.
  • Conduct regular one-on-one meetings and annual performance evaluations to support professional growth, accountability, and career development.

Online Banking User Management

  • Own the organization’s online banking portal access governance, including user setup, permission management, and deactivation across all markets.
  • Lead portal consolidation, merger integration, and deactivation initiatives, driving reductions in the number of active portals and ensuring proper controls.
  • Develop, implement, and enforce policies and SOPs governing online banking access, user roles, and permission levels across all markets.
  • Ensure compliance with internal controls and audit requirements related to banking access and user administration.
  • Maintain accurate records of user access across all banking platforms to support audit readiness and risk management.

ERP & Treasury Workstation Administration

  • Oversee the setup of new bank accounts in the organization’s accounting platforms, ensuring accuracy, completeness, and proper documentation.
  • Manage account deactivations and ongoing account maintenance, coordinating with internal teams and banking partners as needed.
  • Ensure data integrity and accuracy across all accounting platforms related to bank account records, configurations, and updates.
  • Develop, implement, and enforce SOPs for account setup, maintenance, and deactivation workflows, ensuring consistency and accountability across all teams involved in account administration.
  • Support the evaluation, implementation, and ongoing administration of the organization’s treasury management system (TMS), serving as a key stakeholder and system administrator post go-live, including user access, configurations, and integrations with banking partners and accounting platforms.
  • Identify and implement process improvements and automation opportunities to streamline operations and reduce errors across all areas of responsibility.

General Responsibilities

  • Partner with the Risk Management team to align treasury controls, fraud prevention strategies, and banking system policies with the organization’s broader enterprise risk framework.
  • Partner with leaders across Client Accounting — including Accounts Receivable, General Ledger, and Accounts Payable — as well as Treasury Services leadership to ensure alignment on banking controls, account administration, and operational workflows across the organization.
  • Participate in cross-functional initiatives and departmental projects as assigned by the Senior Director of Treasury Services, contributing operational insight and driving continuous improvement.

 

 

 

Skills & Qualifications:

  • Excellent analytical, problem-solving, and communication skills; ability to present findings and recommendations to senior leadership.
  • Advanced proficiency in Microsoft Excel and Microsoft Office; experience with Smartsheet, Zendesk, and DocuSign preferred.
  • Experience with treasury management systems (TMS) such as Kyriba, GTreasury, or similar platforms; experience supporting or administering a TMS implementation preferred.
  • Demonstrated ability to build and lead teams, manage competing priorities, and deliver results in a fast-paced, multi-entity environment.
  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field; Master’s degree or MBA preferred.
  • 5+ years of progressive experience in treasury, banking, finance, or shared services, including leadership or people management responsibilities.
  • Demonstrated expertise in fraud prevention controls, including ACH and Check Positive Pay program management.
  • Strong knowledge of online banking platforms, user access governance, and banking portal administration across multi-entity environments.
  • Experience with bank account administration in ERP or accounting platforms across multi-entity environments.
