Job description

Duties Description The incumbent of this position will report to the Training Section within the Office of Emergency Management. Duties include but are not limited to the following: Assist with all aspects in the management of training courses and Citizen Preparedness events. Make logistics arrangements for instructors and management of paperwork and payments for instructors upon course completion.

Attend, coordinate, and assist with instructing training courses related to Incident Command, Preparedness and Emergency Management. Assist with the maintenance of the DHSES Learning Management System and website. Research, analyze, and report on program activities.

Write, review, and implement emergency operational procedures, plans and communications. Support OEM activities during EOC activations, response, planned events, exercises and trainings, this may include nights and weekends. Assist in assessing the training needs of state and local agencies and other organizations that support the state's emergency management efforts.

Provide assistance in conducting hazard analysis workshops, risk assessments and using applicable data to support emergency plan development. Travel may be required, approximately 20%. Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*** To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position

The qualifications are: Four years of emergency management experience in one or more of the following areas: coordinating and implementing emergency management, disaster and/or transportation related preparedness programs; preparing or modifying multiple emergency management plans; preparing, modifying, and presenting emergency management training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or supporting position on the Incident Command System; managing or supervising response or recovery operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies. Substitutions are as listed below: An associate degree can substitute for two years of specialized experience. A bachelor's degree or higher can substitute for four years of specialized experience.

REASSIGNMENT/TRANSFER Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 1 and are interested in reassignment OR are a current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position for transfer under Section 70.1 of the Civil Service Law. NOTE: Employees on the Civil Service eligible list will be considered. If you are on the eligible list and not reachable, you may be eligible for another appointment method

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
