JOB SUMMARY:

As the Director, Technical Program Management, you will serve as both the strategic architect and the operational leader driving execution across PeopleOne Health’s technical initiatives. In this hands-on “working director” capacity, you hold end-to-end accountability for execution across our technology portfolio spanning Governance, Risk, and Compliance (GRC), Cyber Security, Enterprise Infrastructure, and Workforce Productivity. You will define organizational governance standards, build scalable program frameworks, and align executive leadership with technical delivery across corporate and clinical health centers.


In this single-threaded leadership role, you will bridge the gap between executive strategy and day-to-day execution. You will set the strategy for technical governance while simultaneously owning project plans, managing daily execution, driving cross-functional alignment, and leading hands-on change management across both corporate offices and clinical health centers. Partnering closely with the Chief Technology Officer (CTO), Head of Infrastructure, Head of Program Management, and General Counsel/Compliance, you will lead large-scale cross-functional programs that strengthen our technical foundation, ensure strict regulatory alignment, and optimize organizational efficiency.


SUPERVISORY RESPONSIBILITIES:

This position provides supervision to others: Evolving (Currently individual strategic execution; will recruit, mentor, and build out the TPM team as the organization scales). Leads cross-functional matrixed teams, task forces, and vendor partners.


ESSENTIAL JOB FUNCTIONS:

Portfolio Strategy & Hands-On Program Execution

  • Roadmap Leadership: Define, prioritize, and drive the end-to-end execution of technical roadmaps across Infrastructure, GRC, Cyber Security, and Workforce Productivity, partnering directly with the CTO, General Counsel, and Head of Infrastructure
  • Program Planning & Dependency Management: Deconstruct complex business, compliance, and architectural mandates into structured, executable program plans; directly manage daily timelines, resource capacity, critical paths, and cross-functional dependencies
  • Tooling, Velocity & Risk Tracking: Build and manage hands-on program tracking infrastructure using tools such as Jira, Vanta, and Monday.com to monitor execution velocity, predict technical risks, and execute proactive mitigation strategies
  • Executive Liaison: Serve as the primary liaison to C-suite leadership (CTO, General Counsel, executive stakeholders), delivering transparent status reporting, development updates, portfolio alignment, and clear risk visibility
  • Adaptive Governance: Establish a flexible program governance framework to continuously assess emerging data, rapidly adapt scope or timelines in fast-paced environments, and reprioritize workstreams without compromising regulatory compliance or stability

GRC, Security & Regulatory Compliance

  • Regulatory Alignment Strategy: Lead the strategy and hands-on technical execution for healthcare regulatory compliance (HITRUST, HIPAA, SOC 2, and data privacy governance) to maintain a proactive risk posture across all systems
  • Audit Readiness & Control Implementation: Partner technology leadership to oversee and execute audit readiness workflows, security controls architecture/implementation, technical remediation plans, and continuous compliance monitoring systems in close collaboration with Legal, Compliance, and Information Security leads.

Change Leadership & Operational Integration

Operational Bridge: Act as the strategic and functional bridge connecting Technology and Compliance with clinical care and corporate operations, translating complex technical mandates into clear, day-to-day operational workflows

  • Enterprise Change Management: Serve as the primary change agent across the organization—designing and executing comprehensive rollout, communication, training, and adoption plans for new security protocols, infrastructure updates, and compliance requirements to shield frontline clinical staff and minimize operational friction.

Infrastructure & Productivity Optimization

  • Workforce Collaboration & Internal Tools: Direct enterprise-wide initiatives aimed at evaluating, implementing, and optimizing internal technical tools, cloud infrastructure, and collaboration platforms to maximize corporate and clinical workforce productivity
  • Vendor Ecosystem Management: Partner with CTO and Head of Infrastructure to oversee third-party technical vendor evaluations, contract negotiations, solution validation, and systems integrations critical to the IT infrastructure ecosystem


Requirements:

SKILLS & ABILITIES:

  • Executive leadership & organizational architect: Demonstrated ability to toggle seamlessly between high-level executive strategy and detailed, hands-on program management execution
  • Budget & resource allocation: Experience managing multi-year portfolio budgets, vendor contracts and resource forecasting
  • Technical program experience: Deep knowledge of technical program management principles with a proven ability to lead multi-layered infrastructure or compliance initiatives
  • GRC & Security Knowledge: Strong familiarity with healthcare security frameworks, IT general controls (ITGC), audit frameworks, and industry compliance standards (e.g., HIPAA, HITRUST)
  • Strategic & Analytical Thinking: Exceptional ability to decompose ambiguous, high-level business and compliance mandates into structured, execution plans
  • Communication & Influence: Exceptional communication and interpersonal skills, with the ability to engage, negotiate with, and influence executive stakeholders (CTO, General Counsel/Compliance) and deep technical experts alike
  • Training/Change Management: Proven ability to explain complex technical risk, compliance requirements, or architectural changes in a clear, digestible manner to non-technical stakeholders and frontline clinical staff
  • Adaptability: Ability to remain resilient and effective in the face of ambiguity; comfortable leading teams through rapid pivots as new information, compliance mandates, or technical requirements emerge
  • End-User & Operational Focus: Demonstrated ability to execute infrastructure and productivity programs with a strong focus on enhancing employee efficiency and system usability


EDUCATION & CERTIFICATIONS :

  • Bachelor’s degree in Computer Science, Engineering, Information Technology, Business, or a related technical field
  • Preferred Certifications: PMP, PgMP, Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), or Agile/Scrum certifications


EXPERIENCE:

  • Minimum of 8–10+ years of progressive technical program management experience, with at least 5+ years in a formal leadership/management capacity
  • Deep domain experience within healthcare, health tech, or highly regulated enterprise environments
  • Proven track record of successfully launching complex technical frameworks, managing audit cycles, and scaling secure systems infrastructure
  • Demonstrated experience partnering directly with C-suite and executive technology leadership to drive portfolio strategy
