Job description

The Survey Manager is responsible for planning, directing, and managing all survey and geospatial activities associated with the Potomac River Tunnel Project. This position provides leadership for survey operations supporting shaft construction, tunnel excavation, TBM operations, underground works, surface facilities, utility coordination, and final as-built documentation. The Survey Manager ensures the accuracy and integrity of project control networks, coordinates survey teams and subcontractors, and supports field operations through precise positioning and measurement services essential to successful tunnel construction.

The ideal candidate will possess significant experience supporting large-scale tunneling, underground construction, heavy civil infrastructure, and complex geospatial control systems. The Survey Manager serves as the primary liaison between construction, engineering, design, quality, and owner representatives for all survey-related matters.

The Potomac River Tunnel Project relies heavily on survey control networks, monument verification, horizontal and vertical control, and updated survey deliverables to support construction and engineering operations.


Responsibilities


  • Develop and maintain project-wide horizontal and vertical survey control networks.
  • Manage all surveying activities for tunnel, shaft, portal, utility, and surface construction operations.
  • Supervise in-house survey personnel, subcontracted surveying firms, and survey technicians.
  • Establish and verify project control points, benchmarks, monuments, and reference systems.
  • Support tunnel boring machine (TBM) guidance, underground alignment verification, and breakthrough accuracy.
  • Coordinate construction staking, layout, and as-built surveys for field operations.
  • Verify project coordinates, elevations, and positional accuracy for all construction activities.
  • Ensure survey data complies with contract requirements, project specifications, and quality standards.
  • Review survey calculations, field notes, control reports, and survey deliverables.
  • Develop survey methodologies for challenging underground, marine, and urban environments.
  • Coordinate survey activities with engineering, construction management, quality control, and owner representatives.
  • Manage survey equipment calibration, maintenance, and asset tracking.
  • Utilize GNSS, total stations, digital levels, laser scanning, and other advanced surveying technologies.
  • Support geotechnical instrumentation monitoring and deformation monitoring programs.
  • Develop and maintain survey procedures, work plans, and quality assurance documentation.
  • Identify and resolve survey discrepancies, control conflicts, and alignment issues.
  • Produce reports, drawings, and survey documentation supporting project execution and closeout.
  • Participate in design reviews, constructability reviews, and coordination meetings.
  • Ensure surveying operations are performed in accordance with project safety requirements.
  • Provide technical leadership and mentoring to survey staff throughout the project lifecycle.


Qualifications


  • Bachelor's degree in Surveying, Geomatics, Civil Engineering, Construction Management, or a related field preferred.
  • Licensed Professional Land Surveyor (PLS) preferred.
  • Minimum 10 years of surveying experience supporting heavy civil construction projects.
  • Minimum 5 years of management or supervisory experience leading survey teams.
  • Experience supporting tunnel, transit, water/wastewater, underground, or large infrastructure projects required.
  • Strong understanding of survey control networks, coordinate systems, and geodetic principles.
  • Experience with TBM guidance systems and underground construction survey practices preferred.
  • Proficient with survey software, CAD platforms, GIS applications, and data processing tools.
  • Experience operating and managing total stations, robotic instruments, GNSS equipment, digital levels, and laser scanners.
  • Ability to interpret engineering plans, specifications, and construction drawings.
  • Strong analytical, organizational, and communication skills.
  • Ability to coordinate multiple survey crews and project stakeholders simultaneously.
  • Knowledge of quality control, construction tolerances, and survey best practices.
  • OSHA 30 certification preferred.


Work Environment


  • Combination of field and office environments supporting active tunnel and heavy civil construction operations.
  • Regular work in underground construction areas, shafts, surface work zones, and urban construction corridors.
  • Frequent walking, climbing ladders, navigating uneven terrain, and accessing active construction sites.
  • Exposure to varying weather conditions, construction equipment, excavation activities, and underground work environments.
  • Occasional night work, weekend shifts, and extended hours may be required to support critical construction activities.
  • Required use of personal protective equipment (PPE) while on project sites.
  • Periodic travel between project locations, survey control points, fabrication facilities, and stakeholder meetings.
