General Statement of Duties: Â Assists the Human Services Director in the administrative, fiscal, and strategic management of the Human Services Department. Provides leadership and supervision to program managers and ensures compliance with federal, state, and local regulations governing human services programs. Responsible for oversight of administrative operations including budgeting, contracts, grants, data reporting, and strategic planning.
Provides leadership for organizational effectiveness, operational efficiency, and long-term sustainability of the department.
Supervision Received:Â Receives general direction from the Human Services Director and exercises wide latitude in determining objectives and approaches to critical assignments.
Supervision Exercised: Â Provides direct supervision of the Administrative Support Manager, Case Management Agency, and Eligibility programs, and oversees the administrative and support functions of the division. May also provide project oversight for cross-departmental initiatives.
Essential Functions:Â Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.Â
- Oversees assigned programs and administrative functions supporting Human Services to promote effective, consistent, and efficient service delivery.
- Provides leadership, direction, and supervision to assigned managers, programs, and administrative support functions.
- Participates in the selection, development and evaluation of assigned employees. Establishes performance expectations, provides coaching and addresses performance concerns in accordance with County policies.
- Develops, reviews, and implements departmental policies, procedures, and administrative processes in coordination with the Human Services Director and program managers.
- Evaluates departmental operations and recommend improvements that enhance service delivery, efficiency, accountability, and organizational effectiveness. Assists the Human Services Director in preparing, administering, and monitoring the department’s annual budget.
- Monitors program expenditures, revenues, and funding allocations. Analyzes financial information and recommends corrective action when necessary.
- Coordinates financial reporting, budget projections, and cost analysis in partnership with Finance and department leadership.
- Promotes compliance with county financial policies, internal controls, procurement requirements and applicable funding restrictions.
- Oversees the development, administration, and monitoring of contracts, MOUs, and service agreements.
- Coordinates grant applications, implementation, monitoring and reporting. Ensures compliance with grant requirements and funding agreements.
- Assists with the development, implementation, and evaluation of the Human Services strategic plan, priorities, and strategic goals.
- Leads or coordinates departmental projects and initiatives related to organizational improvement, innovation, and long-term sustainability.
- Develops and monitors performance measures, outcome indicators and reporting processes. Oversees the timely and accurate completion of assigned reports required by federal and state agencies.
- Analyzes operational, financial, and program data to identify trends, evaluate performance, and support informed decision-making. Coordinates departmental compliance with activities related to the Human Services civil rights plans, policies, reporting requirements and corrective actions.
- Maintains appropriate administrative controls, records, and documentation to support accountability, regulatory compliance and audit readiness. Provides guidance to program managers regarding administrative4 requirements, policies, regulations and operational issues.
- Establishes and maintains effective working relationships with County departments, state and federal agencies, community partners, service providers and other stakeholders.
- Represents the Human Services departmental meetings, committees and collaborative initiatives as assigned.
- Participates in emergency response activities and fulfills assigned responsibilities under the County’s emergency operations structure, when required.
- Acts on behalf of the Human Services Director when assigned and supports continuity of departmental leadership during the Director’s absence.
- May perform other duties as assigned.
- Regular and predictable attendance is required.
MINIMUM QUALIFICATIONS
Required Knowledge, Skills and Abilities:
Education: Bachelor’s degree in public administration, business administration, human services, or a related field required; a master’s degree in public administration (MPA), business administration (MBA), or a related field is preferred. Years of experience may be substituted for educational requirement at a rate of two (2) years of experience for one (1) year of education. Master’s degree in social work, business administration, or related field preferred.
Experience:Â Requires a minimum of five (5) years of progressively responsible experience in public administration or human services administration, including at least four (4) years in a supervisory or management role. Experience with government budgeting, grants management, and strategic planning is preferred.
Required Knowledge: Thorough knowledge of public administration principles and practices, including organizational management, strategic planning, and policy development. Knowledge of governmental budgeting, financial management, grants administration, contracts, and procurement processes. Knowledge of the structure and functions of local and state government, including county operations affecting human services programs. Knowledge of supervisory and management principles, including staff development, performance management, and organizational leadership.
Language Skills:Â Ability to express ideas clearly and concisely, orally and in a variety of written formats. Must be able to interpret, apply, explain and enforce all applicable laws, codes, regulations, policies and procedures to a wide range of audiences and levels of knowledge. Ability to assemble, organize and present statistical, financial and technical information derived from a variety of sources. Ability to read, analyze, and interpret complex and technical documents including contracts, maps, and complex management and financial reports and respond to the most sensitive inquiries or complaints. Ability to read, comprehend and translate information relayed in written or graphic format. Must be able to write policies, procedures, correspondences and other types of documents. Must have the ability to write speeches, articles and manuals and create presentations using original and innovative techniques and styles. Â Must have the ability to make effective and persuasive presentations on controversial or complex topics to top management, public groups and organizations and/or board of directors. Ability to prepare industry specific technical reports and budgeting information. Ability to effectively communicate with the public, federal, state and county officials, employees, community agencies and the public.
Interpersonal Skills: Must possess the ability to establish and maintain cooperative working relationships with fellow employees, representatives of other agencies and organizations and members of the community. Work with the media to maintain a positive image of the County to the community.  Interact professionally and diplomatically with County employees, other agencies and organizations and members of the community and manage difficult or emotional customer situations. Possess the ability to recognize when confidentiality is required and maintain strict confidentiality. Must be able to diffuse the most intense situation with diplomacy and professionalism. Must have the acumen to navigate political waters of the County and other outside agencies and organizations. Demonstrate a commitment to the County’s mission, values and core beliefs. Provide leadership, guidance and feedback to ensure continual quality improvement and respect the experience, cultural and overall diversity of those you lead and interact with.
Mathematical Skills: Ability to work with complex mathematical concepts such as probability, statistical inference, budgeting, risk analysis. Work with bidding and review. Must have extensive proficiency in transactional accounting, budget analysis and conduct cost analysis and produce critical path schedules. Must have extensive knowledge of governmental accounting, financial reporting and budgeting.
Reasoning Skills: Must be able make rational decisions through sound logical and deductive processes and make sound judgments, decision making, problem solving, while planning directing and monitoring the work of the agency. Must be able to analyze problems, identify alternative solutions, project consequences of proposed actions, and recommend or implement best options in support of strategic goals and objectives. Consider concrete and abstract variables. Must have the ability to analyze, appraise and organize facts, evidence and precedents concerned in difficult and complex cases and present material in a clear and logical form, including oral and written presentations, briefs, opinions, orders or decisions. Must be able to successfully manage multiple projects and complete work under pressure pursuant to deadlines.
Office Technology/Computer Skills: Must be able to effectively use modern office technology and equipment, including computers, calculators, telephone, copiers with scanning and faxing capabilities. Must have extensive experience in word processing, database manipulation, spread sheets, and email with a high degree of accuracy. Must be able to learn the software and programs related to the position and the County.
