Job description

Purpose:

The Director of Statutory Valuation will serve as the primary operational leader for Athene's statutory reporting function, with direct accountability for reserve accuracy and the integrity of annual statement submissions. Reporting to the Appointed Actuary, this role ensures that all statutory valuation processes are executed with precision, documented to an auditor-defensible standard, and compliant with applicable NAIC model laws, Iowa Insurance Division regulations, and NY Department of Financial Services regulations.
This position manages a team of approximately four direct reports and serves as a key point of contact for external auditors and internal stakeholders across Actuarial, Finance, Capital, IT, and Internal Audit. The role also serves as a deputy to the Appointed Actuary, providing coverage as needed.

Accountabilities:

Statutory Valuation & Reserve Reporting

  • Lead quarterly and annual statutory reserve calculations across all Athene U.S. product lines, including Fixed Indexed Annuities, MYGAs, Income Riders, PRT, Funding Agreements, Payouts, RILA, and other annuity products.
  • Own the end-to-end valuation production process, from post-model output through reserve disclosure in statutory filings, ensuring compliance with CARVM, IRS tax regulations, and other applicable Actuarial Guidelines.
  • Maintain and enhance reserve controls, documentation standards, and sign-off workflows sufficient to withstand external audit and regulatory review.
  • Review and approve methodology changes, model UAT, model simplifications, and reserve movements, with clear documentation of actuarial judgment applied.

External Audit Coordination

  • Serve as the primary statutory valuation contact for external auditors, coordinating information requests, walkthroughs of reserving methodologies and controls, and resolution of audit inquiries.
  • Coordinate with the Appointed Actuary on any actuary-related regulatory examination activity.

Operationalization of New Transactions & Reinsurance Treaties

  • Lead the statutory valuation implementation of new products, reinsurance transactions (coinsurance, ModCo, funds withheld), and block acquisitions into statutory reserving processes.
  • Partner with the Reinsurance, Finance, Legal, Actuarial, and IT teams to ensure new treaty structures are reflected accurately in reserve calculations and statutory filings, including affiliated reinsurance arrangements.
  • Develop and maintain reserve methodology documentation for new transaction types, ensuring compliance with applicable reserve standards.
  • Ensure the ETL and data pipeline from valuation models (e.g., MG-ALFA, Aon PathWise) through statutory reporting infrastructure is accurate and well-documented for each transaction.

Capital Template Reporting Oversight

  • Oversee actuarial inputs to capital reporting templates, including RBC and other rating agency capital models.
  • Support VM-22 and CFT-related capital sensitivity analysis and scenario testing for internal and regulatory purposes.

Leadership & Team Development

  • Manage a team of approximately four actuarial professionals, setting clear performance expectations, supporting credentialing progress, and building technical depth.
  • Cultivate a culture of collaboration, precision, accountability, and continuous improvement consistent with Athene's standards.


Qualifications and Experience:

Required

  • 8+ years of relevant actuarial experience; including 4+ years of direct or indirect leadership responsibilities, with experience in statutory valuation, life/annuity reserving, cash flow testing, regulatory reporting, or relevant experience.
  • ASA designation required; FSA designation strongly preferred.
  • Deep knowledge of U.S. statutory reserving frameworks, including PBR, CARVM, and Asset Adequacy Testing under Iowa or New York regulations, with strong working knowledge of annuity products.
  • Demonstrated ability to lead and develop actuarial professionals and drive complex, cross-functional initiatives to completion with sound judgment, adaptability, and a bias for action.
  • Strong written and verbal communication skills, including the ability to translate complex actuarial concepts for non-actuarial audiences; demonstrated ability to leverage AI tools to enhance actuarial workflows, accelerate analysis, and improve productivity.
  • Bachelor's degree in actuarial science, mathematics, statistics, finance, or a related field, or equivalent experience.

Preferred

  • Experience with affiliated or offshore reinsurance structures (e.g., coinsurance, ModCo, funds withheld) and their statutory accounting treatment under SSAP 61R/62R.
  • Experience preparing or reviewing Actuarial Opinions and Actuarial Opinion Memoranda (AOM) is a plus.
  • Familiarity with cloud-based databases (AWS or others).
  • Prior experience in an Appointed Actuary support role or as a Valuation Actuary in a statutory context.
  • Exposure to NAIC regulatory development processes, including VM-22 implementation or participation in comment letter or working group processes.
  • Experience working in a large, complex insurance holding company with affiliated reinsurance entities.
