Position Overview
QinetiQ US is seeking a Senior Contract Administrator to support a fast-paced research and development organization within the Department of War (DoW) for a client located in Chantilly, VA The Contract Administrator will work within the Acquisition/Contracts office accomplishing routine aquisition items as they pertain to contract support and execution.
Responsibilities
  • Provide contract administration support including data-call responses and reporting for CO, COTR, and Program Manager.
  • Provide administrative contract support. This support shall include, but not limited to:
    • maintaining contract administration data in the contracts and standard DoD financial management systems
    • maintaining status on contract actions
    • preparing contractual instruments and related documents
    • researching contracts
    • coordinating and distributing contract invoices
    • other administrative contract support as required.
  • Develop contract support packages to include research and resolution of payment/invoice discrepancies/issues, research of funds obligation/de-obligation issues, research on procurements, and creation of internal monitoring tools for contract initiation/implementation.
  • Prepare reports and maintain contract files in accordance with all required regulations as directed by the CO, or Director of Contracting. These reports may include tracking contractor use of the Government property in support of the resolution of property related issues.
  • Prepare contract award and modifications in accordance with FAR/DFAR or Other Transactions for CO review/signature in Enterprise Contracting Writing Module or other contract writing tools, to include identifying appropriate solicitation and contract clauses.
  • Prepare and submit expired contracts into the contract closeout process, as well as support and document contract terminations to include calculating contract termination final contract price.
  • Analyze, compute, and track contract payments, support the resolution of payment-related problems and identify indicators of fraud or other legal offenses.
  • Resolve contract issues with CO approval.

Required Qualifications
  • TS/SCI-Eligible - Currently hold an active TS/SCI or have held an SCI and have been debriefed in the last 24 months; #qinetiqclearedjob
  • Bachelor's degree
  • Minimum of 15 years of experience
  • Proficient in MS PowerPoint, excel and/or other Microsoft products
  • Excellent communication skills, ability to work in a team environment, and be independently motivated.

Preferred Qualifications
  • Background in market research, pricing, and cost analysis
  • Understanding of acquisition lifecycle and contract law
  • Experience resolving contract disputes and conducting close-outs
  • Experience working with NRO systems and processes or other DoD or IC agencies
