Job description

The Director of Purchasing is responsible for directing all the College’s procurement of services and materials for approval by the District Board of Trustees in accordance with State guidelines, College Policies and Procedures.

Duties and Responsibilities:
  • Recommends for Board approval purchase orders and requisitions, contracts, and other legal documents pertaining to the college-wide procurement function, based on knowledge of various grades; qualities of commodities and services purchased; sources of supply; and prevailing price trends.
  • Acts as spokesperson for the College on all matters pertaining to the procurement function.
  • Reviews and approves all vendor contracts and service agreements.
  • Oversees and administers the procurement card (P-Card) program.
  • Directs and supervises a professional and clerical support staff of approximately 15 or more staff members in the Purchasing Department.
  • Consults with department heads and division directors in evaluating and forecasting capital equipment and supply needs.
  • Represents the College in any Legal matters pertaining to Bid protests and their resolution.
  • Determines and/or provides support for the determination of equipment specifications.
  • Performs related duties as required or deemed appropriate to accomplish assigned responsibilities of the procurement function, including but not limited to, obtaining vendor pricing; coordinating and evaluating bids; issuing purchase orders, contracts and leases; and awarding and administering contracts through final completion or termination.
  • Exercises extensive, independent judgment and professional, managerial knowledge to ensure that purchases comply with all State of Florida and College requirements.
  • Performs other duties as assigned.

Minimum Requirements:
  • Bachelor’s degree in Business Administration or Accounting or related field with ten (10) years related experience, which should include two (2) years of purchasing management experience in a large organization. All degrees must be frome a regionally accredited institution.
  • Knowledge and understanding of College organization, goals and objectives, and policies and procedures.
  • Knowledge of budget preparation and computer applications
  • Excellent organizational and communication skills (both oral and written).
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports and legal documents.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to effectively present information to top management, public groups and/or boards of directors.
  • Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments.
  • Ability to work in a multi-ethnic and multi-cultural environment with students, faculty, and staff.
