POSITION: DIRECTOR, COMMUNITY PROJECT DEVELOPMENT
The Director, Community Project Development is responsible for leading the planning, evaluation, development, and execution of the critical community development initiatives required to support the successful development of the Company's mining projects. Over the next several years, the primary focus of this role will be delivering the workforce housing, transportation systems, community infrastructure, and utility solutions necessary to enable project execution and sustainable operational growth in rural communities surrounding Ruby Hill and other i-80 projects.
As the owner of the Community Project Development Program, this role serves as the integration point between Operations, Technical Studies, Finance, External Affairs, Sustainability, and external partners to ensure mining projects are supported by the workforce capacity and enabling infrastructure required for success.
This position will be accountable for identifying and resolving cross-functional challenges that could impact project delivery through strategic evaluations, trade-off analyses, implementation planning, and execution of approved initiatives, including responsibility for submitting technical documentation for permitting requirements. Key responsibilities include workforce housing strategy, employee transportation and logistics, utility planning and expansion, community infrastructure development, and other regional readiness initiatives that support large-scale mining operations.
This role provides leadership from concept through implementation, overseeing business case development, capital planning, project governance, project execution, risk management, budget oversight, and stakeholder alignment. Given its direct influence on project execution and long-term business performance, the position requires strong strategic leadership, cross-functional collaboration, and the ability to drive complex, multi-disciplinary initiatives across the organization.
LOCATION:
This role will be based in our Corporate Office in Reno and requires frequent travel to Eureka, NV and other project sites and communities across Northern Nevada.
KEY RESPONSIBILITIES:
Integrated Project Development
  • Lead the Company's Project Development Program, developing and maintaining an integrated roadmap to identify, evaluate, prioritize, and advance the housing, infrastructure, logistics, transportation, utility, and community development requirements necessary to support successful project development at the Ruby Hill property and others. Lead strategic evaluations, trade-off analyses, and implementation planning while coordinating activities across Operations, Technical Studies, Finance, External Affairs, Sustainability, consultants, contractors, government agencies, and community partners to support project readiness, operational success, and long-term business objectives.

Strategic Development & Project Delivery
  • Lead the identification, evaluation, prioritization, and development of strategic community infrastructure and development initiatives required to support operational success, including workforce housing and accommodations, transportation and logistics systems, utilities, public services, and other community development solutions. Conduct trade-off studies, feasibility assessments, business case development, and implementation planning to support executive decision-making and ensure investments are aligned with operational requirements, community needs, and long-term business objectives.

Project Execution & Contractor Management
  • Lead the implementation and delivery of approved community development and infrastructure projects, providing oversight of consultants, engineering firms, developers, construction contractors, and other service providers. Manage project execution activities including procurement support, contract administration, schedules, budgets, risk management, performance monitoring, and stakeholder coordination to ensure projects are delivered safely, effectively, on schedule, and within budget while achieving intended operational and community outcomes.

Capital Planning & Investment Strategy
  • Develop business cases, investment recommendations, financial evaluations, and implementation strategies for major development initiatives, supporting executive decision-making through economic analysis, scenario planning, risk assessment, and evaluation of capital allocation alternatives to maximize, project value, and long-term business performance.

Leadership & Stakeholder Alignment
  • Provide leadership and alignment across multidisciplinary teams consisting of internal stakeholders, consultants, contractors, service providers, government agencies, and community partners; facilitate executive-level discussions regarding community project development, investment priorities, risks, and implementation strategies while representing the Company in matters related to project development and infrastructure planning.

Executive Reporting & Decision Support
  • Develop and deliver executive presentations, business cases, dashboards, readiness metrics, and performance reporting that provide leadership with clear visibility into project readiness, implementation progress, risks, opportunities, investment requirements, and key decisions necessary to support informed decision-making and organizational accountability.

QUALIFICATIONS:
Education
  • Bachelor's degree in Engineering, Construction Management, Business, Economics, Project Management, Infrastructure Planning, Public Administration, or a related field.
  • Master's degree or advanced professional designation is considered an asset.

Experience
  • Minimum 10 years of progressive experience in project management, project development, infrastructure development, operations, construction, consulting, or related industries.
  • Demonstrated experience leading complex, multidisciplinary projects from evaluation through execution.
  • Experience managing large-scale strategic initiatives, infrastructure projects, capital investments, or project development programs.
  • Proven experience developing business cases, conducting trade-off analyses, evaluating alternatives, and leading implementation of approved solutions.
  • Experience managing consultants, contractors, budgets, and cross-functional teams.
  • Experience presenting recommendations and strategic initiatives to executive leadership.

Preferred Experience
  • Experience supporting the development and operation of large-scale mining projects.
  • Understanding of workforce planning, housing development, transportation systems, utilities, logistics, and community infrastructure requirements in rural or resource-based communities.
  • Strong executive presentation and reporting capabilities.
  • Ability to manage multiple priorities and initiatives in a dynamic environment.
