Job description

The Program Manager provides contract-level leadership for the delivery of information technology, information assurance, cybersecurity, service-management, engineering, operations, and end-user support services to the F-35 Joint Program Office. This position serves as the principal contractor interface with Government program authorities and directs the day-to-day activities of the Program Management Office. The role integrates staffing, subcontractor performance, quality assurance, deliverables, schedules, financial and operational performance, risk management, communications, and corrective actions across geographically distributed work locations. By establishing clear management processes and maintaining visibility into contract execution, the Program Manager ensures that services and deliverables are timely, complete, responsive, and aligned with mission priorities and performance standards.


  • Serve as the primary contractor point of contact and management interface with Government program authorities and representatives on technical, operational, personnel, and program matters.
  • Direct the Program Management Office and oversee all activities performed by contractor and subcontractor personnel in support of the performance work statement.
  • Establish organizational lines of authority, management processes, communication channels, and proven methodologies for identifying, documenting, tracking, and evaluating contract activities.
  • Manage staffing, onboarding, retention, performance, training, succession, continuity, and resource allocation across supported functions and geographic locations.
  • Monitor the timeliness, completeness, and quality of contract deliverables and services and implement corrective actions when performance does not meet established standards.
  • Maintain visibility into program schedules, milestones, costs, funding, risks, issues, dependencies, service performance, and customer satisfaction.
  • Facilitate communication among Government stakeholders, contractor leadership, functional teams, corporate offices, and subcontractors to support timely and effective execution.
  • Identify and communicate technical, financial, personnel, contractual, and general management problems and lead development and completion of mitigation or corrective-action plans.
  • Ensure accurate program reporting, timekeeping, records, non-disclosure documentation, and other management information required for accountable contract execution.

  • Bachelor’s degree from an accredited college or university in business administration, program management, information technology, engineering, or a related discipline.
  • Minimum of five years of related program, project, or information technology experience as an individual contributor; one to three years of supervisory or management experience is also required.
  • Experience directing day-to-day Program Management Office activities and ensuring that programs and projects meet organizational goals, requirements, milestones, and approved budgets.
  • Demonstrated experience managing contractor personnel, subcontractors, staffing, deliverables, quality, schedules, risks, corrective actions, and customer relationships on a complex program.
  • Ability to define, prioritize, and develop programs and projects in coordination with technical leaders, functional managers, corporate stakeholders, and Government customers.
  • Strong written and verbal communication skills, including experience preparing program reports, executive briefings, issue notifications, management plans, and decision-support materials.
  • Demonstrated ability to lead a geographically distributed workforce in a fast-paced, mission-focused environment and resolve issues that cross organizational or technical boundaries.

Actual compensation will be determined based on several factors permitted by law.
