Position Summary
The Senior Power BI Reports Developer plays a critical role in a government application modernization initiative, transforming legacy data systems into modern, accessible, and insight-driven reporting platforms. This position is responsible for designing, developing, and maintaining enterprise-grade Power BI dashboards and reports that support data-informed decision-making across program areas and leadership.
Key Responsibilities
• Design, develop, and deploy enterprise Power BI dashboards, paginated reports, and datasets aligned with agency reporting requirements.
• Translate complex business and operational data from modernized application systems into clear, actionable visualizations for diverse stakeholders.
• Develop and manage Power BI dataflows, semantic models, and row-level security (RLS) configurations to ensure data accuracy and appropriate access control.
• Collaborate with business analysts, architects, and data engineers to define data requirements and establish ETL/ELT pipelines using Power Query and SQL.
• Optimize report performance through DAX formula tuning, data model optimization, and incremental refresh strategies.
• Maintain and enforce Power BI governance standards, including workspace management, naming conventions, version control, and deployment pipelines.
• Provide documentation for all developed reports, including data lineage, business logic, and user guides.
• Support end-user training and adoption of self-service analytics capabilities within Power BI Service.
• Participate in Agile sprint ceremonies, contributing to backlog refinement, sprint planning, and retrospectives.
• Ensure compliance with federal and agency data privacy, accessibility (Section 508), and security requirements in all deliverables
Minimum Qualifications
• Bachelor's degree in Computer Science, Information Systems, Statistics, or a related field; or equivalent combination of education and experience.
• Experience with SSIS for ETL pipeline development and management
• 5+ years of progressive experience in data analytics, business intelligence, or a related field.
• 3+ years of hands-on experience developing production-grade Power BI reports and dashboards in an enterprise environment.
• Proficiency in DAX, Power Query (M language), and data modeling best practices.
• Proficiency in complex SQL including stored procedures, views, and query optimization across Microsoft SQL Server and Oracle 19c environments
• Experience with Power BI Service administration including workspaces, gateways, and deployment pipelines.
• Demonstrated ability to work effectively with cross-functional teams and non-technical stakeholders.
Preferred Qualifications
• Microsoft Certified: Power BI Data Analyst Associate (PL-300) or equivalent certification.
• Experience working in government, public sector, or highly regulated environments.
• Familiarity with Azure data services (Azure Synapse, Azure Data Factory, Azure SQL).
• Knowledge of application modernization patterns and integration with modern APIs or microservices.
• Experience with version control tools such as Git and DevOps practices for BI development.
• Familiarity with accessibility standards (Section 508) for data visualization.
• Experience with SSRS (SQL Server Reporting Services) for paginated and operational reporting.
• Familiarity with DAX Studio for performance diagnostics and query optimization.
• Experience handling large-scale datasets (Big Data) including import, export, and manipulation within a BI platform.
• Knowledge of PII handling, FISMA Moderate data classification, and Privacy Act constraints as applied to analytical datasets
