Summary:
The Senior Director, Behavioral Health Services, is a leadership role in WMCHealth's Behavioral Health Service Line responsible for the daily operation of multiple inpatient and/or outpatient treatment programs for mental illness, substance use disorder, and related needs as assigned ("Behavioral Health Services"), which may operate from one or more hospital-based and/or community-based locations affiliated with WMCHealth. The Senior Director's responsibilities for Behavioral Health Services include fiscal management, departmental planning, staff development, and delivery and cost of services, and the incumbent must also participate in program-specific and network-wide strategic planning initiatives, and be accountable for volume growth, revenue enhancement and clinical/capital improvement projects in areas of responsibility. In addition, the Senior Director ensures regulatory compliance with the standards of accrediting bodies (e.g. Joint Commission, NYSDOH, CMS, OMH and OASAS), and acts as primary liaison to physicians, other hospital staff, and community and government partners regarding clinical/operational issues and program development at operating locations.
Responsibilities:
  • Participates with senior leadership and the Director and Associate Directors of the WMCHealth Department of Psychiatry ("Medical Directors") to develop new and expanding programs for the Behavioral Health Services supporting the strategic direction of the WMCHealth. Assumes a leadership role in the implementation of these initiatives.
  • Implements and manages quality improvement activities (improvement and outcome) relevant to survey audits/accreditations.
  • Participates in strategic planning, clinical model and policy development, as requested by Vice President and the Medical Directors.
  • Oversees the development and implementation of policies, practices and standards for Behavioral Health Services to ensure compliance with WMC procedures and regulatory requirements.
  • Establishes and maintains an environment of care that ensures patient and environmental safety and is proactive in addressing and resolving high risk situations.
  • Directs the planning, implementation and evaluation of clinical and non-clinical programs and services for Behavioral Health Services, assuringappropriate resources for the delivery of care and provision of services.
  • Manages cost of care and utilization to achieve the most effective financial performance while ensuring appropriate quality of care. Manages financial performance on a unit cost and operating basis:

1. Develop and manage clinical operating budgets;
2. Avoid payment of performance penalty and optimize opportunities to earn incentives;
3. Participate in underwriting process; and
4. Participate in provider relations activities when necessary.
  • Provides leadership for decision making and problem resolution within multidisciplinary groups, including physicians, to improve patient care and proper utilization of resources and services.
  • Initiates, monitors and evaluates quality improvement activities for Behavioral Health Services and collaborates with other departments for quality improvement initiatives.
  • Ensures appropriate management and supervision for effective delivery of patient care services and the provision of ancillary services in accordance with NY State Department of Health, NYS Office of Mental Health (NYS OMH), New York State Office of Addictions Services and Supports (OASAS), the New York State Justice Center (JC), DNV, The Joint Commission, and other regulatory and accrediting agencies.
  • Collaborates with physicians and other health care team administrators to achieve effective managed care processes and programs while maintaining quality standards.
  • Analyzes market trends and utilization of Behavioral Health Services in comparison to similar regional providers.
  • Promotes and provides quality customer service, and proactively identifies and resolves customer issues.
  • Provides a robust supervisory relationship with other senior staff who report to the Vice President. Additionally, ensures that the management group acts as a team that aligns the entire organization towards its critical objectives.
  • Facilitates cross-departmental collaboration and strengthens internal communications with leadership throughout the organization; creates and promotes a positive, multicultural work environment that supports consistency throughout the organization's strategy, operational methods, and data collection needs.

Qualifications/Requirements:
Experience: Minimum seven of progressive experience in hospital administration, including five years in behavioral health services administration, preferably in a medical center.
Expertise in standards of treatment for mental illness and/or SUD in hospitals, as well as in other behavioral health settings including outpatient and community treatment centers.
Knowledge of the Joint Commission on Accreditation of Health Care Organizations, and the NYS OMH, OASAS, JC, and DNV.
Education: Bachelor's degree, required. Master's degree , preferred.
