TITLE: Director of Human Resources

SUMMARY OF PURPOSE
Responsible for the design, development and implementation of human resources policies and programs that ensure the best interest of the employees and are consistent with Donegal School District's goals and mission. Ensures compliance with the School Code and governmental laws and regulations. Coordinates human resources functions to include human resource policies and procedures, employee and union relations, employee benefits administration in conjunction with the Director of Business Services, compensation, organizational development, safety, affirmative action, recruitment of employees, risk management, management of personnel records and wellness.
ESSENTIAL FUNCTIONS:
1. Develops and maintains human resource policies and procedures to ensure the uniform and fair treatment of employees.
2. Provide vision, leadership, planning, and project coordination for the human resources team in the areas of talent acquisition, career development, succession planning, retention, training, leadership development, compensation, and benefits.
3. Designs, establishes and coordinates the administration of employee benefit programs in conjunction with the Director of Business Services.
4. Designs, implements and administers compensation programs for all employees in conjunction with the Director of Business Services.
5. Coordinates and participates in the recruitment of employees.
6. Provides assistance and support to the Title IX Coordinator as requested.
7. Performs labor relations tasks and maintains awareness of employee relations issues, implementing proactive measures when possible.
8. Assists in the staff development program for support personnel.
9. Performs employee relations functions and works proactively with supervisors to develop strategies for the resolution of human resource problems such as inappropriate employee behavior and special performance issues, etc.
10. Maintains the integrity, legality and accuracy of all human resources programs and functions and upholds all district policies.
11. Analyzes, prepares, studies and makes suggestions on staffing and organizational issues to ensure that the organizational structure is adequately staffed and organized to achieve maximum productivity and efficiency.
12. Participates in meetings with the district-level Cabinet Team and the Donegal Education Association.
13. Conducts special human resources studies to maintain the effective and competitive position of human resources programs.
14. To supervise personnel assigned to the human resources department and monitor departmental budget.
15. Coordinates investigations where appropriate and filing of written reports on all employee practice claims in the workplace.
16. Produces informational releases and public service announcements necessary to communicate human resource information.
17. Represents the district with community groups, educational committees, state and local agencies and professional organizations as appropriate.
18. Performs other projects as assigned by the Superintendent.
MARGINAL FUNCTIONS
Marginal functions will vary with the specific assignment and depend on the particular unit or function for which the person is responsible.
SCOPE AND IMPACT
This position accomplishes most of its tasks through diversified operating procedures. Normal contacts are both inside and outside the district. Internal contacts include members of the School Board, administrators, business office personnel, food service personnel, transportation employees, and other district employees. External contacts include parents/guardians, the general public, the Pennsylvania Department of Education, individuals from other districts, organizations, associations, businesses, and financial institutions and auditors. Responsible for supervision of the human resources coordinator position.
MINIMUM REQUIREMENTS
Bachelor's degree in business administration, preferably in human resources or related major plus three to five years of human resources experience preferably with supervisory, administrative and school experience. Master's degree preferred.
