Summary of Job Duties:
The Director of Planning, Design & Construction oversees the planning, design, and execution of capital construction, renovation, and remodeling projects across UAMS. This position provides strategic leadership to the Planning, Design & Construction team, directing projects from initial concept and scope development through planning, design, construction, and project closeout. Reporting to the Associate Vice Chancellor of External Affairs and Facilities Development, the Director ensures projects are completed safely, efficiently, within budget, and in alignment with the University's operational, regulatory, and strategic objectives.
Qualifications:
  • Bachelor's degree plus eight (8) years of experience in design, construction, and project management required.
  • Registered Professional Engineer or Licensed Architect.
  • Certified Healthcare Construction (CHC) certification preferred.
  • Project Management Certification or experience preferred.

Knowledge, Skills & Abilities:
  • Excellent communication and interpersonal skills.
  • Familiar with technical and construction contractual issues.
  • Knowledge of health care organization and operations of a health care facility preferred.
  • Knowledge of regulatory standards such as AIA guidelines, Department of Health Regulations, and The Joint Commission and Life Safety Code preferred.
  • Exercises sound judgement and exhibit excellent problem-solving skills.
  • Strong team management skills.
  • Creative thinking skills.

Responsibilities:
  • Directs a team of project planners and project managers as well as contracting and procurement staff in all aspects of project planning, design, and construction management.
  • Works with consultants in translating UAMS-user requirements into proper design.
  • Development and management of construction project budgets and schedules to assure that all projects are designed and completed within budget and on time.
  • Monitors and provides guidance during general and detailed planning stages of remodel and expansion projects.
  • Serves as a liaison with architects and engineers who are hired to perform these projects.
  • Participates in developing or modifying the campus masterplan.
  • Ensures conformance to the master plan to avoid/minimize future costly changes or change orders.
  • Presents project concepts and progress to management, staff, and faculty.
  • Serves as a liaison between UAMS departments and outside contractors (to ensure that the impact of the contractor's activities is minimized).
  • Ensures all projects meet state laws, building codes, and life safety requirements.
  • Performs other duties as assigned. Examples include: developing contract documents, overseeing technical and contractual issues with consultants and contractors, and approving consultant and contractor invoices for payment.
