Position Summary

CIVCO Engineering, Inc. seeks a Director of Engineering to provide strategic technical leadership and operational oversight for the Engineering Department. Based in the Uintah Basin (Vernal and Roosevelt, Utah), this role is critical to managing project delivery, maintaining technical excellence, developing our engineering team, marketing, and ensuring compliance with engineering standards and regulatory requirements. The Director will report to the Managing Partners and provide technical coordination across the firm's engineering service offerings.

Key Responsibilities

  • Lead and mentor the engineering team; foster a culture of technical excellence, professional development, and continuous improvement
  • Oversee all civil engineering project delivery across service lines and related technical assessments
  • Ensure quality control and compliance with FHWA, UDOT, ASTM, ACI, engineering design standards, and all applicable state and federal regulations
  • Manage project scopes, schedules, budgets, and resource allocation; coordinate with client stakeholders, field teams, and external consultants
  • Develop and implement standard operating procedures, technical guidelines, engineering protocols, and quality assurance/quality control systems
  • Oversee engineering technology strategy, including software systems (Autodesk Civil 3D, Microstation OpenRoad Design, GIS platforms), and IT infrastructure related to engineering operations
  • Support business development by providing technical input on engineering proposals, feasibility studies, and client presentations
  • Coordinate with Survey, Environmental, and Construction Management departments to ensure seamless project integration and delivery
  • Stay current on industry trends, emerging engineering technologies, regulatory changes, and best practices; recommend innovations to enhance service delivery
  • Participate in firm governance, strategic planning, and operational decision-making as a senior technical leader

Required Qualifications

  • Professional Engineer (PE) license in Civil Engineering in Utah, OR equivalent professional engineering credentials with 12+ years of demonstrated expertise
  • Bachelor’s degree in civil engineering
  • Minimum 10 years of professional experience in civil engineering, with at least 5 years in a supervisory, project management, or technical leadership role
  • Substantial experience with Utah Department of Transportation UDOT projects and familiarity with UDOT standards, specifications, and project delivery procedures
  • Demonstrated expertise in civil design engineering, transportation, or public works projects
  • Strong knowledge of Civil Engineering standards, regulations, and professional ethics
  • Excellent technical writing, verbal communication, and presentation skills
  • Strong leadership, mentoring, and team-building capabilities
  • Valid driver's license; ability to travel to project sites and client locations

Preferred Qualifications

  • Extensive experience on UDOT-funded or UDOT-managed projects; proven track record of successful delivery and compliance with UDOT requirements
  • Working knowledge of UDOT EPM (Electronic Program Management) system and UDOT digital project management platforms
  • Strong proficiency in MicroStation and experience managing MicroStation-based design files
  • Experience with public sector projects (DOT, USACE, county/municipal work) or large infrastructure projects
  • Experience in proposal development, client relationship management, or business development
  • Knowledge of environmental regulations and permitting as they relate to engineering projects
  • Knowledge of geotechnical investigations and analysis
