Then consider working for the Illinois Department of Revenue. We are hiring a Chief Internal Auditor for our Internal Audit Program Area located in Springfield, IL. This position is responsible for developing and overseeing a comprehensive agency-wide internal audit program, including developing an Annual Audit Plan and serving as the agency's point of contact with external auditors. Essential Functions

• Subject to management approval of the Director of the Illinois Department of Revenue (IDOR), serves as Chief Internal Auditor.
• Serves as official spokesperson on behalf of the Director and IDOR on audit-related or risk assessment issues to all internal and external entities including the Governor's Office, the Auditor General, the legislature, and the Office of Management and Budget.
• Serves as full line supervisor.
• Determines the scope of audits to be conducted in response to operational changes or new knowledge.
• Maintains accurate, objective, clear, concise, constructive and timely communications with management.
• Applies professional audit standards to ensure standards of Internal Audits are consistent with current standards of the profession.
• Assesses the training needs of staff to accomplish IDOR goals and to ensure compliance with Certified Professional Development (CPD) requirements.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires a bachelor's degree.
• Requires certification as a Certified Public Accountant or Certified Internal Auditor with at least four years of progressively responsible professional auditing experience -OR- as an Auditor with at least five years of progressively responsible professional auditing experience.

Preferred Qualifications

• Four (4) years of experience conducting internal audits.
• Two (2) years of experience in leading an internal audit program.
• Four (4) years of experience preparing and/or overseeing the preparation of clear, concise and complete internal audit reports, audit findings and related workpapers.
• Certification as a Certified Public Accountant or Certified Internal Auditor.
• Four (4) years of supervisory experience.
• Two (2) years of experience preparing and executing an internal audit plan.
• Two (2) years of experience serving as a liaison or coordinating the work of external audit firms, Auditor General, or regulatory bodies.

Conditions of Employment

• Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate.
• Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 5 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Revenue's discretion.
