Job description

Description IT Business Analyst - Senior/Specialist (ITBA-SS/AHSO) - Non-permanent 71114858 This is a non-permanent position with an end date of 6/30/2027. This senior-level business analyst works across multiple teams and organizations to support the implementation, design, and development of features in Medicaid eligibility systems. These systems require changes to align with Centers for Medicaid & Medicare Services requirements that this BA will ensure work together to aid the processing of eligibility determinations.

The ideal candidate will be a seasoned business analyst with experience collaborating across groups and working with Medicaid eligibility systems. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. About the division: HCA's Medicaid Enterprise System (MES) is comprised of multiple critical systems within Washington State, including: ProviderOne Medicaid Management Information System operated by HCA Automated Client Eligibility System (ACES) operated by the Department of Social and Health Services (DSHS) HealthPlanFinder operated by the WA Health Benefits Exchange (HBE) This large-scale enterprise is operated and managed across multiple organizations within the Health and Human Services (HHS) Coalition.

Oversight and management of the MES for Washington State sits within Apple Health Services & Operations (AHSO) Division, Medicaid Services Information Technology (MSIT). About the position: The MES Eligibility and Enrollment Business Analyst is a senior level position designated to provide technical leadership and organizational system management for Medicaid Eligibility rules and eligibility system integrations. This position is designated as the technical specialist for eligibility system rules and eligibility system integrations in order to implement new eligibility system rules and H.R

1 related eligibility requirements and see them through to successful operations. This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington.

This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Duties Some of what you will do: Engage in discussions at the executive level on possible resolutions to unfolding business changes. Provide direction and oversight to workgroups and staff to develop a strategy for implementing new eligibility solutions, integrations, and programs. Manage and resolve complex eligibility system issues.

Evaluate potential solutions and lead the effort to ensure new technology solutions can be integrated. Liaise and negotiate between the business, stakeholders and the vendor (system integrator) to ensure consistency, understanding, and efficiency in processes and logic. Apply senior level IT rules engine expertise to ensure eligibility rules comply with all department policies, procedures, and federal and state rules.

Coordinate with external agency's technical experts to analyze multi-system interfaces. Propose options to vendor/system integrator, stakeholders, and management for new system features and process improvements. Analyze, design, recommend, implement, and support complex eligibility integrations and technology solutions and processes.

Function as the technical specialist on eligibility system integrations, functionality, and features. Coordinate interaction with the vendors/system integrators. Oversees the daily operations of eligibility system integrations and eligibility rules.

Lead user acceptance testing. Qualifications Required qualifications: Qualifying candidates will meet one of the following criteria options: Option 1: Nine (9) years of progressive professional IT experience in one or more of the following areas: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment; directing IT projects; providing IT customer or technical support; or administering or supervising staff who performed work in any of these IT disciplines. Option 2: Associate degree in IT, computer science, or IT-related field or equivalent and Seven (7) years of progressive professional IT experience in one or more of the areas listed above.

Option 3: Bachelor's degree in IT, computer science, or IT-related field or equivalent and Five (5) years of progressive professional IT experience in one or more of the areas listed above. Option 4: Master's degree in IT, computer science, or IT-related field or equivalent and Three (3) years of progressive professional IT experience in one or more of the areas listed above. Option 5: Three (3) years as a journey level IT professional in state government performing work in one or more of the areas listed above.

Required competencies (experience may be gained concurrently): The ability to take action to learn and grow. The ability to take action to meet the needs of others. Two (2) years of direct hands-on experience developing and managing requirements of major systems or system / subsystem components including eliciting, analyzing, validating, and documenting business, organization, functional, and non-functional requirements.

Three (3) years of experience with vendor / System Integrator management and facilitating systems development sessions and relationships. Two years (2) of knowledge and hands-on experience with Software Development Lifecycle (SDLC). Advanced system skills with a strong understanding of techniques and methodologies necessary to support the System Development Life Cycle (SDLC).

This includes requirements definition, design, development, system/integration testing, end user acceptance testing, conversion, training, and implementation. Two (2) years of demonstrated experience with best practice Business Analysis methodologies based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK Guide and Standards). Experience and knowledge of testing methodologies to ensure both positive and negative tests are performed with test scripts.

Understanding the difference between unit, integration, and regression testing in order to complete testing tasks. Preferred qualifications: Professional experience working collaboratively with multiple stakeholder groups to implement new system functionality. Professional experience working with Medicaid or Medicaid eligibility systems.
