Job description
This position serves as a Health System Specialist - Electronic Health Record Modernization (EHRM) Deployment Lead at Harry S. Truman Veterans' Affairs Medical Center within Health Informatics services with the primary responsibility of providing administrative leadership and direction pertaining to EHRM implementation.

Duties include but are not limited to:
EHRM Program Subject Matter Expert (40%)
Works with the medical center Executive Leadership Team (ELT), Informatics Steering Committee, staff, and ICC leadership and staff to apply a structured methodology and lead and support HCS level change management activities during the EHRM transformation at the assigned site. Facilitates the analyses of medical center change readiness, creates gap analysis, and articulates the impact of EHRM on workflow, role and venue. Forecasts and estimates program and staffing requirements and ensures program goals, objectives, and operations are realistic. Program study assignments involve operations and functions of significant complexity with extensively interrelated health care programs. Ensures alignment with VISN and VHACO policies and procedures as well as external regulatory requirements. Participates in the development of long-range medical center program plans, goals, objectives, and milestones; identifies and develops ways to resolve programs or cope with issues which directly affect the accomplishment of principal ICC program goals and objectives Identifies best practices for potential adoption in other facilities within the network, actively contributing to one or more of the V15 priorities.
EHRM Advisor, Coach, Mentor (25%)
Provides advisory services to all levels of medical center management regarding the requirements and implications of the EHRM deployment. Provides advice to operating managers and supervisors on deployment requirements (derived from general systems theory, the theory of constraints, queuing theory, Lean thinking, Six Sigma, etc.) that can assist in accomplishing the departmental missions and programmatic objectives of the medical center. Contributes to the professional growth and development of effective teams/team members and ensures that staff are trained in EHRM principles and expectations. Assesses the impact of change on the motivation of all groups involved in EHRM activities. Leads training and facilitation of performance improvement teams, the use of relevant tools and statistical processes and the use of VHA databases; establishes effective relationships within the VISN and HCS through participation in organizational and committee structures. Serves as a role model and mentor for peers and team members. Serves as mentor/preceptor to guide, orient, and counsel and demonstrate expertise to other staff; promotes a climate of inter-service collaboration, cooperation, and understanding.
Program/Project Analysis and Evaluation (25%)
Investigates and analyzes potential or realized adverse clinical operations, trends or conditions and initiates/recommends corrective action and follow-through as a result of electronic health record conversion and effects on direct patient care. Monitors compliance with project management standards, policies, procedures, and templates via project audits. Performs budget execution functions for the medical center which are consistent with formulated budget plans and develops budget requests consistent with EHRM objectives, work processes, staff needs, and funding requirements, which may change substantially from year to year, requiring considerable re-budgeting. Conducts analyses of all aspects of current or projected medical center health care programs for effectiveness in achieving planned goals and objectives and meeting the needs of Veterans and the public.
Coalition Building and Customer Service (10%)
Maintains active communication with all medical center staff, affiliated partners, and other relevant personnel regarding the function and operation of the medical center EHRM. Serves as a liaison to various V15 departments and programs covering information transmission, meeting and project coordination, and clinical support and administrative issues related to the EHRM deployment. Represents V15 effectively to both internal and external audiences and keeps the respect and advocacy for Veterans at the forefront of actions. Develops and maintains multiple and varied levels of communication between VISN ICCs and Program Offices; maintains a working relationship with other ICCs, facilities, and Federal agencies at the medical center, VISN, and community levels. Serves on a variety of VISN level committees, task forces, and workgroups related to health care services planning and delivery; provides leadership whenever possible for the development of more efficient and cost-effective programs and services.

You may qualify based on your experience as described below:
Individual Occupational Requirements (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series. To qualify for the GS 0671 occupational series, applicants MUST possess one of the following:
Undergraduate and Graduate Education: Major study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
- GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Acts as a resource person in planning, reviewing, or revising policies and procedures that impact the Electronic Health Record Modernization (EHRM) deployment.
- Plans, schedules, and carries out EHRM projects.
- Conducts management surveys, audits, special projects, and provides expert advisory and consultative services to operating or management officials.
- Coordinates with medical center leaders to develop effective project/program plans to resolve serious clinical operations situations.
- Investigates and analyzes potential or realized adverse clinical operations, trends, or conditions and initiates/recommends corrective action as a result of EHR conversion.
- Develops and prepares internal instructions, guidelines, and recommends policy changes/procedural adjustments to accomplish deployment program goals and objectives.
- Provides administrative leadership and direction pertaining to EHRM implementation.
