Responsibilities:
  • Provide enterprise-level management for the program across infrastructure, software and applications, software development and integration, data management, cybersecurity, cloud services, IT service management, governance and compliance, portfolio management, testing, training, and program and financial management
  • Monitor and report program activities and progress in terms of cost, schedule, and performance
  • Ensure appropriate metrics are used and documented as part of the cost, schedule, and performance reporting and exercise continuous risk mitigation and issue resolution activities
  • Serve as the primary contractor interface with Government KO, CORs, PMs, technical leads, senior stakeholders, and executive leadership to support program execution, performance visibility, issue resolution, and decision-quality communication
  • Establish and maintain governance structures for program execution, change management, architecture review, cybersecurity compliance, platform integration, risk management, and transformation milestones
  • Lead enterprise portfolio reviews, investment prioritization, capability mapping, and rationalization efforts to reduce duplication and align modernization activities with mission priorities and operational requirements
  • Direct transition, modernization, and sustainment activities, including assessment, migration planning, adoption planning, communications, workforce transition, and operational continuity
  • Oversee enterprise integration of cloud, data, cybersecurity, ITSM, ServiceNow, and mission systems while ensuring scalability, resiliency, interoperability, and alignment with enterprise architecture and cybersecurity requirements

Requirements:
  • Bachelor's degree or higher in a relevant IT, business, cybersecurity, engineering, or related field
  • Minimum of (15) years of relevant program management experience, including managing cost, schedule, performance, risk, staffing, reporting, deliverables, and stakeholder communications for complex federal IT programs
  • Active DoD/DoW Clearance w/ ability to obtain TS w/ SCI eligibility

Preferred qualifications and experience include:
  • Active TS clearance w/ SCI eligibility
  • Experience supporting Air Force organizations such as AFLCMC, AFRL, AFOSR or similar DOW research, development, acquisition, or mission support organizations
  • Experience managing large-scale federal IT contracts, portfolios, or programs involving multiple technical disciplines, stakeholders, delivery teams, and performance objectives
  • Experience leading enterprise IT modernization portfolios spanning infrastructure, applications, cybersecurity, cloud services, data platforms, mission systems, and shared service environments
  • Experience consolidating independent technology platforms, toolsets, applications, and service environments into a unified enterprise ecosystem or common architecture
  • Experience developing and executing multi-year transformation roadmaps aligned to mission outcomes, technology investments, operational requirements, and modernization priorities
  • Experience briefing senior Government stakeholders, executive governance boards, PMs, CORs, and acquisition officials on program health, risks, investment options, and modernization decisions
  • Experience with ServiceNow, ITSM, cloud platforms, cybersecurity compliance, enterprise architecture, data platforms, collaboration tools, and digital transformation initiatives
  • PMP, PgMP, SAFe, ITIL, or equivalent program, portfolio, agile, service management, or technical certifications
