Position Description

As Director, Federal Health at Revolutional, you own the quality, consistency, and outcomes of program delivery across our Federal Health portfolio. You bring together deep Health IT domain expertise, enterprise systems knowledge, and the project management discipline to run complex programs — and you operate at the level where delivery excellence and business growth intersect.

You are a senior practitioner and organizational leader. You understand federal health agency missions, speak the language of clinical and administrative workflows, and bring the analytical rigor to assess enterprise information systems, identify process gaps, and drive solutions that work at scale. You support the SVP of Federal Health in building and sustaining a high-performing delivery organization, and you contribute directly to business development and capture efforts that grow the practice.

Responsibilities

  • Lead delivery operations across Federal Health programs: own scope, schedule, quality, and stakeholder satisfaction across a portfolio of complex health IT engagements
  • Apply Health IT domain expertise to analyze enterprise information systems and clinical or administrative workflows; identify gaps, assess platform fit, and develop solutions aligned with agency mission requirements
  • Establish and enforce delivery governance frameworks: project management standards, documentation requirements, quality controls, validation protocols, and acceptance criteria across the Federal Health practice
  • Lead business process and system analysis efforts: map current-state workflows, define target-state requirements, and produce the analytical artifacts — process models, system assessments, data flow documentation — that drive sound design and implementation decisions
  • Oversee quality assurance and validation activities across program deliverables; ensure solutions meet defined requirements, compliance obligations, and quality standards before acceptance
  • Apply enterprise information systems knowledge to evaluate platform architecture, assess integration requirements, and guide technical teams through complex system implementation and modernization efforts
  • Leverage bioinformatics and health data analysis expertise where applicable to inform system design, data governance, and analytics architecture decisions in federal health program contexts
  • Manage and develop delivery teams; build capability across project management, business analysis, quality assurance, and health IT domain competencies
  • Serve as a senior client-facing leader on key program engagements; maintain trusted relationships with federal health agency stakeholders and ensure Revolutional delivers with credibility and consistency
  • Contribute to business development and capture activities: support technical approach development, solution shaping, staffing strategies, and proposal writing for Federal Health opportunities
  • Collaborate with the SVP of Federal Health and practice leadership to identify growth opportunities, shape service offerings, and position Revolutional competitively in the federal health market

What You Bring (Requirements)

Baseline Requirements

  • Bachelor's degree in Health/Public Health, Life Sciences, Informatics, Computer Science, Biomedical Engineering, or related field; Master's degree preferred
  • 12 or more years of progressive experience in Health IT, with demonstrated leadership of complex federal health program delivery
  • PMP certification or equivalent project management credential
  • Ability to obtain and maintain the required customer security clearance or Public Trust

Technical & Domain Capabilities

  • Deep Health IT domain expertise: clinical workflows, health data management, benefits administration, public health programs, or equivalent federal health agency mission areas
  • Enterprise information systems knowledge: system analysis, platform evaluation, integration architecture, and the ability to assess and guide complex health IT implementations
  • Experience with business process analysis and workflow documentation: current-state assessment, gap analysis, requirements development, and target-state design across federal health environments
  • Proficiency establishing quality frameworks: QA planning, validation protocols, test execution, defect management, and acceptance criteria development for federal health programs
  • Familiarity with bioinformatics concepts, health data standards, or clinical informatics as applied to federal health system design and analytics — depth in this area is a meaningful differentiator
  • Working knowledge of federal health compliance requirements: HIPAA, Section 508, FISMA, FedRAMP, and agency-specific data governance standards
  • Familiarity with health data interoperability standards: HL7, FHIR, ICD/SNOMED/LOINC coding systems, and EHR platform ecosystems
  • Experience contributing to federal BD and capture processes: technical approach development, solution architecture narratives, staffing plan development, and proposal writing

  • Background in AI/ML applications in federal health: predictive analytics, NLP for clinical data, or AI-enabled workflow automation
  • Experience implementing/supporting Laboratory Information Management systems (LIMS), Quality Management Systems (QMS) and leading health data modernization programs: data lake architecture, interoperability platforms, or real-time clinical data pipelines
  • CBAP, PgMP, or equivalent advanced business analysis or program management certification
  • Track record of successful federal capture contributions on Health IT IDIQ vehicles (CIO-SP4, Alliant 2, or equivalent)
