About The Job

Cityside Fiber is seeking a motivated VP-Engineering and Construction to lead the end-to-end deployment of our fiber-to-the-home (FTTH) network in California. Reporting directly to the CEO, the executive will be responsible for managing all facets of the Engineering and Construction project department including fiber engineering, program management, construction management, vendor selection and management, as well as internal splicing and traffic control teams. This executive plays a key part in deploying our market strategy as it relates to fiber to the premises. Success in this position requires advanced knowledge of OSP networks, construction methodologies for fiber to the home delivery, design, GIS initiatives, and optical technologies, strong organizational abilities, and adaptability in a fast-paced environment. The role is a perfect opportunity for a proven leader who has built and scaled FTTH networks (at the service provider level) in high-growth environments and achieved on average annual serviceable passings in excess of 100,000.

Responsibilities
  • Manage and oversee the Engineering and Construction department including Director of Project Management, Director of Fiber Engineering, Program Managers and Project Managers to ensure the timely processing of project financial steps, including PORs, POs, and invoices
  • Own budgets, PORs, POs, change orders, and P&L — and move fast when things need to change
  • Oversee successful end-to-end fiber deployment achieving annual serviceable passings in excess of 100,000
  • Oversee the Project team handling of budgets and change orders based on contracts
  • Develop high-level outside plant (OSP) schedule/budget for each opportunity for a deployment phase
  • Implement best practices for safety, quality control, and cost management
  • Develop detailed baseline OSP schedule upon project kickoff (using standardized OSP project tools), and maintain this schedule throughout the course of the project
  • Developing and mentoring a high growth performance team that is qualified in OSP construction and managing contractors in the field and fiber engineering
  • Manage all facets of the OSP project department including fiber engineering, program management, vendor selection and management as well as internal splicing and traffic control teams
  • Daily and frequent interaction with third party outside plant engineering and construction suppliers, local municipalities, public utilities, product leads, and sales/sales support team members
  • Deliver projects on time, on budget, within quality and safety standards
  • Effectively track, report and communicate OSP project progress
  • Provide early communication on potential due date, interval, and/or budget slips along with corrective actions to the Executive leadership team
  • Ensure as-built drawings to Fiber Engineering upon completion of construction for each segment
  • Track and manage key operating metrics, presenting production metrics on a weekly basis
  • Create a consistent roadmap for stable service delivery, evaluating new vendor technologies, and ensuring effective cross-functional communication to align with company initiatives
  • Interface with senior management on critical projects, customer escalations, and budget reviews
  • Act as the company liaison representing corporate interests when interfacing with local, state, and federal governmental agencies in matters affecting the fiber optic network
  • Manage Trouble Management reporting, emergency restoration/disaster recovery and general contractor and other vendor related duties

Qualifications
  • Proven expertise in managing large-scale infrastructure projects, specifically in telecommunications and fiber optic construction (FTTH, OSP) delivering on average over 100,000 annual serviceable passings in urban markets
  • Fifteen years of executive level related experience in the telecommunications industry with emphasis on FTTH, project management, and direct customer interface
  • Strong background in project management, financials, budgeting, and P&L responsibilities
  • Ten years' experience with GIS system usage preferred
  • Proven track record of developing high performing teams at a telecommunications service provider/internet service provider
  • BS Engineering related field or Construction Management or equivalent experience preferred
  • Experience in Vetro or similar fiber management tool
  • Advanced knowledge of OSP networks, construction methodologies for fiber to the home delivery, design, GIS initiatives, and optical technologies
  • Outstanding critical thinking and decision-making process, the anticipation of risky business situations with deliberate and swift response to same
  • The individual must possess outstanding communication skills, written and verbal, as well as strong interpersonal skills as he/she interfaces with subordinates, peers, customers, and vendors
  • Ability to prioritize tasks and work under pressure
  • Proficient with PCs, Microsoft Office Applications (Word, Excel, Project, etc.)
  • Must possess a valid driver's license and be insurable under the company insurance policy
