The Manager, Government Relations, 4As reports to the 4As EVP, Government Relations and is based in Washington, DC.

The Manager is a representative on behalf of the 4As and CHC (an integrated entity of the 4As), to Congress, federal regulatory agencies, including but not limited to the Federal Trade Commission, the Food and Drug Administration, the Department of Health and Human Services, Veterans Health Administration, the Centers for Medicare and Medicaid Services, the Federal Trade Commission, etc., and the 50 state governments. This role represents the interests and concerns of general advertising issues as well as the healthcare communications community on all things healthcare marketing. Members include creative advertising agencies, media advertising agencies, medical marketing and advertising firms, digital publishers and medical communications providers.

The Manager manages public policy and industry advocacy on issues that include the tax treatment of advertising, labor issues involving independent contractors and overtime regulations, privacy and data issues, healthcare marketing, pharmaceutical marketing, the tax treatment of pharmaceutical advertising, artificial intelligence, and the protection of intellectual property and commercial free speech, among other issues.

The role also involves the coordination of efforts with peer organizations including but not limited to the Association of National Advertisers (ANA), the Digital Advertising Alliance, the American Advertising Federation, the Food Industry Association, Advanced Medical Technology Association, Pharmaceutical Research and Manufacturers of America, the Drug Information Association, the Food and Drug Law Institute, the Alliance For A Stronger FDA, The Reagan-Udall Foundation, and the Association of Medical Media.

The Manager will also interact with 4As regional boards and councils as well as represent the 4As and CHC in industry coalitions.

Core Responsibilities

  • Assist in the development and implementation of advocacy programs on federal and state policy issues that impact advertising generally and healthcare marketing.

  • Serve as a communicator to 4As and CHC members on updates to laws and regulations.

  • Interact regularly with Congress, committees, regulatory agencies, and advisors on issues related to advertising, healthcare marketing and commercial speech issues.

  • Track state-level issues of concern and assist with related outreach to governors offices, state legislators, and state attorneys general.

  • Advise 4As and CHC membership services team and coordinate with regional 4A's SVPs on relevant state and federal developments.

  • Respond to inquiries from 4As and CHC members as needed.

  • Organize grassroots efforts among local member communities in response to state and federal concerns.

  • Participate in industry standards and self-regulatory bodies.

  • Work closely with the 4As staff to plan 4As and 4As CHC events, such as DC fly-ins, member meetings, or board events

  • Write policy guidance and position papers on policy areas of interest to the industry

  • Draft and publish government relations content for the 4As website and member newsletters

  • Update and maintain website content, including policy-related blog posts and landing pages

  • Provide project management support by facilitating communication between internal teams and helping to clear administrative bottlenecks to keep government-relation-related projects on track.
