Position: Director of Engineering
Department: Engineering Services
Reports To: City Manager
Pay: Competitive salary. Relocation assistance available.
FLSA Status: Exempt
DESCRIPTION
Under the direction of the City Manager, the City Engineer manages the activities of Engineering Services. Work includes, but is not limited to, oversight of development review and construction permitting ensuring technical compliance with all current codes, ordinances, and criteria; acting as a project manager; planning, designing, and directing construction and maintenance of municipal facilities, and development and implementation of the Capital Improvements Program.
QUALIFICATIONS
  • Bachelor's degree in civil engineering or related field and Six (6) or more years experience in civil/municipal/public works engineering.
  • Licensed in State of Texas as a Professional Engineer or have the ability to obtain Texas registration within six (6) months from the date of hire.
  • Demonstrable experience in leading and supervising multiple staff.
  • TFMA certification as Floodplain Manager or ability to obtain certification within six (6) months from the date of hire.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of the principles and practice of civil engineering and public works. Knowledge of construction methods, contracting, and management of civil/municipal work.
  • Knowledge of floodplain management.
  • Knowledge of principles and practice of land surveying.
  • Knowledge of GIS mapping.
  • Knowledge of laws and regulatory codes related to development and construction.
  • Knowledge of Local Government Code procurement regulations.
  • Skill in planning, developing and implementing development guidelines and best practices.
  • Skill in resolving citizen complaints and concerns.
  • Skill in establishing and maintaining effective working relationships.
  • Ability to apply the knowledge and principles of engineering, organization, planning, and development as they relate to the activities of this position.
  • Ability to communicate effectively, orally and in writing, with employees, departments, consultants, developers, other governmental agency representatives, city officials, and the citizenry.
  • Ability to review plans and specifications.
  • Ability to analyze complex problems and determine potential solutions.
  • Ability to work well in stressful situations.
  • Ability to inspect projects, record findings and documents situations.

MAJOR DUTIES
  • Coordinate and manage the design, bidding and construction of public works projects.
  • Manage floodplain development.
  • Provide engineering design services for some city projects.
  • Provide technical expertise on plan review and use of proper procedure and interpretation of city requirements to ensure conformance with the city's development standards.
  • Provide recommendations relating to engineering plans, specifications and reports on improvements and new construction for the city.
  • Development and implementation of engineering design standards, ordinances, and procedures.
  • Responsible for implementation of capital projects.
  • Develop, implement, and monitor professional services.
  • Evaluate and respond to technical inquiries from inspectors, consulting engineers, developers, and contractors.
  • Review exhibits and descriptions for easements and right of way acquisition.
  • Conduct site inspections as necessary for projects at all phases of construction.
  • Evaluate and respond to public, inter-departmental, and city official inquiries.
