Job description

RM Advisory Services is seeking a Financial Data Analyst - Fund Balance with Treasury (FBwT) to support a Department of Defense (DoD) financial management environment.

This role is ideal for an analyst who enjoys working at the intersection of Federal financial management, accounting, and data analytics. The Financial Data Analyst will work directly with large volumes of financial transactional data to support FBwT reconciliation, identify and investigate discrepancies, improve data quality, and help financial management stakeholders understand the transactions driving reported balances.

The successful candidate will be comfortable moving beyond summarized financial reports and working at the transaction level, using analytical tools such as Python, R, SQL, Power BI, or similar technologies to identify patterns, trace transactions, investigate root causes, and develop repeatable analytical solutions.

Experience with FBwT, Universe of Transactions (UoT), Advana, or other DoD financial data environments is particularly valuable.

KEY RESPONSIBILITIES
  • Analyze large volumes of financial transaction data supporting Fund Balance with Treasury (FBwT), Universe of Transactions (UoT), reconciliation, and financial management activities.
  • Perform transaction-level analyses to identify variances, anomalies, unmatched transactions, reconciliation differences, and data-quality issues.
  • Use Python, R, SQL, or similar analytical tools to extract, transform, cleanse, analyze, and validate financial data.
  • Trace transactions across financial systems, data sources, and accounting records to identify potential root causes of reconciliation and financial reporting differences.
  • Develop repeatable scripts, queries, and analytical routines to automate financial data analysis, reconciliation, and validation procedures.
  • Analyze information from multiple financial systems and sources, including general ledger, accounting, and Treasury-related data.
  • Partner with financial management, accounting, audit, and technology professionals to translate business and accounting questions into actionable data analyses.
  • Develop reports, dashboards, visualizations, and analytical products that clearly communicate findings to financial management stakeholders.
  • Document analytical methodologies, data sources, assumptions, findings, and conclusions.
  • Support initiatives designed to improve the completeness, accuracy, consistency, and traceability of financial information.
  • Contribute to broader financial management, audit readiness, remediation, and process-improvement efforts as needed.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in Accounting, Finance, Data Analytics, Information Systems, Computer Science, Mathematics, or a related discipline.
  • Experience analyzing financial transactional data, ideally within the Federal Government or Department of Defense.
  • Handsโ€‘on experience using Python and/or R for data analysis.
  • Experience working with large datasets, including data cleansing, transformation, reconciliation, and validation.
  • Strong analytical and problemโ€‘solving skills, with the ability to investigate complex transactionโ€‘level discrepancies.
  • Ability to connect financial or accounting issues to the underlying supporting data.
  • Strong written and verbal communication skills, including the ability to explain technical and financial findings to both technical and nonโ€‘technical stakeholders.
  • Ability to obtain and maintain the security clearance required for the engagement.
PREFERRED QUALIFICATIONS
  • Direct experience supporting Fund Balance with Treasury (FBwT) analysis or reconciliation.
  • Experience with the Universe of Transactions (UoT) or similar DoD financial data initiatives.
  • Familiarity with Advana or other DoD enterprise data and analytics environments.
  • Understanding of DoD financial management, general ledger accounting, Treasury processes, or Federal financial reporting.
  • Experience using SQL and working with relational databases, data warehouses, or enterprise data platforms.
  • Experience developing automated reconciliation, exceptionโ€‘reporting, or dataโ€‘quality routines.
  • Familiarity with financial statement audit, audit remediation, audit readiness, or FIARโ€‘related activities.
  • Experience with visualization and reporting tools such as Power BI or Tableau.
WHAT WE ARE LOOKING FOR

The strongest candidate will bring together two complementary skill sets: Federal/DoD financial management knowledge and handsโ€‘on data analytics capability.

You should be comfortable asking questions such as:

  • Why does this balance not reconcile?
  • Which transactions are driving the difference?
  • Where did the transaction originate?
  • How did the information move between systems?
  • Is the issue financial, accountingโ€‘related, systemโ€‘related, or dataโ€‘related?
  • Can the analysis be automated so the issue can be identified more efficiently in the future?

This is an opportunity for someone who enjoys investigating complex financial data, identifying the story behind the numbers, and building analytical solutions that help improve the accuracy and reliability of Federal financial information.
