Director Environmental Policy Analyst Jobs (NOW HIRING)

The Food Research & Action Center (FRAC) seeks a talented and experienced Senior Policy Analyst to join its Supplemental Nutrition Assistance Program (SNAP) team. This position offers an opportunity to help shape national and state policy at a critical moment for SNAP and to be part of a collaborative team working to protect, restore, and strengthen food assistance for individuals and families across the country.

The Senior Policy Analyst will analyze federal and state SNAP policy, translate complex legislative and regulatory developments into actionable information, and support advocacy strategies designed to protect access to benefits and strengthen program administration. The ideal candidate brings strong policy analysis and writing skills, substantive experience with SNAP, and the ability to move effectively between detailed policy analysis and broader advocacy strategy.

This is a fully remote position that offers opportunities to work in coalition with FRAC’s national, state, and local partners and to expand experience as a program analyst, strategist, coalition builder, and project manager. This position works closely with the SNAP Director and other Senior SNAP Policy Analyst.  While this role is primarily remote, significant priority will be given to candidates based in the Washington, D.C. metropolitan area, including nearby Northern Virginia and Maryland suburbs.

Organizational Background

FRAC works to improve the nutrition, health, and well-being of people struggling against poverty-related hunger in the United States through advocacy, partnerships, and by advancing bold and equitable policy solutions. To attain this mission, FRAC engages in research, policy analysis and advocacy, coalition-building, outreach, technical assistance and training, and an array of communications strategies. In partnership with hundreds of national, state, and local nonprofit organizations, public agencies, corporations, and labor organizations, FRAC addresses hunger and food insecurity, and poverty as their root cause.

Duties and Responsibilities 

• Analyze SNAP data and research to identify trends, disparities, implementation challenges, and opportunities to improve program access.
• Evaluate the effects of existing or proposed legislation, regulations, policies and practices to determine ways and provide guidance to defend, improve and expand SNAP’s positive impacts.
  
• Make recommendations for policy changes to streamline, improve accessibility, and increase SNAP compliance.
  

• Write and/or assist with persuasive analytic and research materials, guides, outreach materials, and reports for use by advocates, government agencies, policy makers, service providers, and the media.  
• Make presentations to diverse audiences at local, state, regional and national conferences and meetings on SNAP access, benefit adequacy, and quality customer service. 

• 
  Provide information, technical assistance, analysis, training, strategic advice, and other hands-on support to national, state and community-based organizations, state and local government agencies, private nonprofit organizations, and activists regarding ways to strengthen SNAP’s access, benefit adequacy, reach, and quality customer service.
• Provide expertise and support to other program areas and departments assigned by the SNAP Director.
  
• Represent FRAC at coalition and partner meetings.
  

• Assist in managing regrants to national, state, and local nonprofits and provide technical assistance to the regrantees.   

• Other performance tasks as assigned.  

Skills and Experience  

The ideal candidate will possess the following characteristics: 

• Minimum 3-5 years of experience in advocacy, program operations, policy analysis and/or organizing.
  

• Advanced degree in public policy, law, public administration, social work, economics, public health, or related discipline required.
• Demonstrated knowledge of SNAP.

• Strong policy research, analysis, and writing skills, including the ability to interpret complex statutes, regulations, and administrative guidance.
• Ability to evaluate policies, processes, or programs to identify issues and recommend solutions.
• Ability to communicate technical policy issues clearly to both specialized and nontechnical audiences.
• Strong organizational and project management skills and the ability to manage multiple priorities and deadlines.
• Experience in nonprofit, government or policy work strongly preferred.
• Ability to tap input and engagement from people with lived experience with hunger and poverty strongly preferred.
• Ability to work collaboratively in a fast-paced, mission-driven environment.
• Commitment to FRAC’s mission and to improving access to nutrition assistance for people with low incomes.

• Ability to work independently and as a member of a team.
  

Salary/Benefits

The salary range for this position is $86,000 - $89,000 depending on qualifications and experience. Generous leave, health, retirement, and other benefits. FRAC’s normal office hours are between 9:00 am and 5:30 pm Eastern. This position is part of a union and is covered under the terms of the collective bargaining agreement.
