EDUCATION AND EXPERIENCE :
Bachelor's Degree from an accredited four-year college or university in Construction Management, Engineering, Architecture, Facilities Management, or related field, or equivalent combination of education and experience
Eight years of progressively responsible experience in planning, design, construction management, engineering, facilities development, capital improvements, or related fields
Four years of management-level experience supervising construction, engineering, or facilities personnel Construction, engineering, or facilities-related experience may be substituted for education requirements on a one-for-one basis
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY :
Responsible for the leadership, administration, coordination, and strategic oversight of planning, programming, design, consultant management, contract administration, permitting, pre-construction, and project development activities associated with North East Independent School District (NEISD) capital improvement and facility projects. Serves as the District's primary representative for planning and design activities and works closely with architects, engineers, consultants, municipal agencies, regulatory authorities, campus administrators, and District stakeholders to ensure projects are properly programmed, designed, budgeted, permitted, contracted, and prepared for successful construction implementation. Oversee development and implementation of District design standards, educational specifications, long-range facility planning initiatives, consultant agreements, project schedules, pre-construction activities, environmental coordination, contract administration, and design phase budget management associated with bond-funded capital improvement and maintenance and operations (M&O) facility projects.
Collaborates closely with the Senior Director of Construction Management & Engineering (SDCM&E), to support the successful delivery of the District's capital improvement and bond construction programs. Supports the Executive Director in advancing the District's strategic capital improvement goals, stewardship initiatives, educational priorities, and long-range facility objectives.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Manages architectural and engineering consultant procurement, contract administration, consultant performance evaluations, and professional service agreements.
2. Coordinates development and implementation of District design standards, educational specifications, facility planning criteria, and infrastructure planning requirements.
3. Oversees design phase project schedules, design budgets, value engineering efforts, and project development milestones.
4. Supports development of educational environments that align with District instructional goals, operational requirements, student needs, and long-range enrollment projections.
5. Coordinates design review meetings, stakeholder meetings, community meetings, municipal coordination meetings, and regulatory agency meetings.
6. Represents the District with municipal agencies, permitting authorities, utility providers, and governmental agencies associated with project planning and development activities.
7. Coordinates environmental planning activities including hazardous materials assessments, asbestos coordination, environmental compliance support, and related regulatory requirements.
8. Oversees implementation and administration of project management systems, design documentation systems, and planning-related technology platforms.
9. Coordinates project information, public communication support, and executive presentations associated with bond and capital improvement programs.
10. Assists the Executive Director in preparing bond program reports, presentations, project updates, budgets, procurement actions, and Board agenda items.
11. Coordinates closely with the Sr. Director-Construction Management & Engineering to ensure continuity between planning, design, constructability requirements, operational considerations, phasing requirements, and successful transition into construction implementation.
12. Incorporates construction implementation feedback provided by the SDCM&E into planning, design development, scheduling, logistics, and operational coordination activities.
13. Assists in identifying long-range facility needs, infrastructure deficiencies, enrollment impacts, educational program requirements, and future bond program priorities.
14. Oversees planning and administration-related procurement activities, consultant contracts, insurance coordination, and design-related compliance requirements.
15. Ensures project designs comply with applicable building codes, accessibility requirements, educational adequacy standards, safety requirements, and District design standards.
16. Assists the Executive Director in preparing reports, presentations, project updates, and recommendations for executive leadership, Citizens' Bond Advisory Committee (CBAC), Board of Trustees, and other stakeholders.
17. Develops, implements, and enforces departmental procedures, standards, policies, best practices, and operational protocols associated with planning, design, consultant coordination, contract administration, and project development activities.
18. Establishes workload priorities, project assignments, milestones, schedules, and performance expectations for departmental staff.
19. Ensures NEISD safety, security, environmental, and risk management practices are enforced at all times.
20. Represents NEISD with the highest ethical standards and conducts oneself in a professional manner.
21. Maintains confidentiality of information.
22. Reports to work on time every day.
23. Performs additional duties and accepts other responsibilities as may be assigned.
QUALIFICATION REQUIREMENTS:• Excellent leadership, organizational, planning, and management skills.
• Extensive knowledge of planning, programming, architectural and engineering design processes, consultant management, educational facility planning, project development, permitting, contract administration, and pre-construction activities.
• Thorough understanding of planning processes, educational specifications, design coordination, permitting requirements, project scheduling, consultant management, constructability principles, and regulatory compliance requirements.
• Strong knowledge of professional service agreements, consultant coordination, project development scheduling, design phase budgeting, procurement processes, permitting procedures, and contract administration.
• Ability to read and interpret construction drawings, specifications, contracts, schedules, testing reports, and technical documentation.
• Strong analytical, budgeting, financial, and problem-solving and decision-making skills.
• Excellent communication, presentation, public relations, and people skills.
• Ability to supervise personnel and maintain effective working relationships with executive leadership, campus administrators, contractors, consultants, governmental agencies, and the public.
• Ability to make sound decisions quickly during high-pressure situations and construction-related emergencies.
• Ability to prepare reports, correspondence, presentations, and technical documentation.
• Skilled in the use of Microsoft Office software, construction management systems, scheduling software, and related project management technologies.
• Valid Texas Driver's License with driving record that meets District requirements.
PHYSICAL DEMANDS: While performing the duties of this position, the employee is frequently required to stand, walk, stoop, kneel, crouch, or crawl, and to communicate clearly both verbally and in writing. The employee may occasionally be required to sit, use hands to handle or feel objects, reach with hands and arms, climb ladders, or maintain balance while working in mechanical or confined spaces. The employee must be able to lift, carry, or move objects weighing up to 50 pounds and safely operate equipment associated with inspections or site assessments. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The position also requires the ability to drive District vehicles between campuses and project sites as part of assigned duties. Work often occurs in a combination of office, construction, and campus environments, requiring mobility across varying site conditions and occasional use of personal protective equipment (PPE) such as respirators, safety glasses, gloves, and hard hats. The employee is frequently required to drive District vehicles in the performance of assigned tasks.
WORK ENVIRONMENT:While performing the duties of this position, the employee may work in a variety of settings including office, school campus, mechanical, construction, and outdoor environments. The employee is regularly exposed to outside weather conditions and moderate to high noise levels associated with construction or maintenance activities. The employee is frequently exposed to fumes, dust, airborne particles, and temperature variations, and may occasionally work in wet or humid conditions, confined spaces, or at elevated locations. Work may involve exposure to moving mechanical parts, electrical systems, toxic or caustic chemicals, and vibration. Personal protective equipment (PPE), such as respirators, safety glasses, gloves, and protective clothing, must be used as required. Assignments may occasionally require evening or weekend work in response to environmental or emergency situations.
