Job Title: Director of Pre-Construction

Division: Corporate Office

Department: Pre-Construction

Reports To: COO

FLSA Status: Exempt

Summary: Responsible for acting as a key leader in the entire work acquisition process including management, coordination and delivery of the preconstruction phases of the project and extensive client contact by performing the following duties.

Duties and Responsibilities include the following.  Other duties may be assigned.

  1. Manages consultant contracts and reviews their payment requests.*
  1. Oversees the building permitting process and deals with building department authorities to secure building permits.*
  1. Reviews and verifies permit and impact fees assessed by the municipalities.*
  1. Maintains building permit logs.*
  1. Oversees the RFI and submittal process.*
  1. Ensures construction documents are kept up to date and available upon formal receipt from the designers.*
  1. Maintains plan logs for all disciplines showing date description and history of revisions.*
  1. Establishes and maintains relationships with existing and new clients.*
  1. Leads preparation of proposals for new business and presentations to clients.*
  1. Attends and participates in business meetings, industry events and conferences to promote firm in the markets we serve.*
  1. Develops and maintains leads.*
  1. Reviews lead sources.*
  1. Participates and helps guide the identification of pursuit targets.*
  1. Prepares and analyzes cost models during the design development and/or bidding period.*
  2. Coordinates and assures that a preliminary construction schedule has been developed for each estimate.*

  1. Acts as a document reviewer and adviser for constructability and value analysis.*
  1. Provides monthly cost analysis for all active preconstruction assignments and manages the preconstruction department budgets.*
  1. Oversees preparation of NOC's upon building permit approval.
  1. Assists team members with the newly implemented program for project management, Sage CPC.
  1. Obtains consultant bids and selects the most appropriate candidates.
  1. Submits building permit applications and documents at municipalities.

Supervisory Responsibilities:

Directly supervises five employees in the Pre-Construction Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications:

Language Ability:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:

To perform this job successfully, an individual should have knowledge of MS Word, MS Excel, Sage 300, CAD, and Revit.

Education/Experience:

Bachelor's degree (B. A. / B. S.) from four-year college or university; and two to four years related experience.
