Position Summary:
The People Relations Supervisor provides day-to-day leadership and supervision of the People Relations Technical team while personally serving as the agency's subject-matter expert and lead practitioner for its core employment compliance functions and performance management processes. This role combines direct supervisory responsibility with hands-on ownership of these specialized areas of expertise ensuring practices are consistent, legally sound, and aligned with agency policy while developing a high-performing People Relations team.
Qualifications:
  1. Bachelor's degree in human resource management or equivalent required.
  2. Minimum of three years' progressive experience in Human Resources is required.
  3. Minimum of one year of supervisory experience preferred.
  4. SHRM Certification preferred
  5. Demonstrated, hands-on expertise administering FMLA/CFRA leave, ADA/FEHA disability accommodations and the interactive process, workers' compensation claims, and wage and hour compliancerequired.
  6. Experience with performance management processes
  7. Knowledgeable in federal, state, and local labor laws and regulations, with the ability to effectively interpret and communicate policy.
  8. Proficiency with Human Resource Information Systems (HRIS) and the ability to learn new software programs.
  9. Proficient in Microsoft Office Suite (Outlook, Excel, Word).
  10. Strong organizational, analytical, detail-oriented, and communication skills.
  11. A valid California driver's license is required of staff with regular driving duties; driving record must meet position requirements and agency insurance carrier approval.
Essential Job Functions:
  1. Ability to work efficiently, handle multiple tasks, and meet deadlines.
  2. Demonstrated ability to work in a highly confidential position and maintain confidentiality of agency business.

Responsibilities:
  1. Supervise and lead the People Relations Advisor and Specialist, providing coaching, training, and day-to-day direction; apply leadership development practices to build team capability.
  2. Serve as the agency's lead practitioner for leave of absence and accommodation compliance, personally administering FMLA/CFRA leaves and ADA/FEHA disability accommodations (interactive process), in coordination with COBRA and benefits administration.
  3. Own workers' compensation claims administration end-to-end.
  4. Ensure agency-wide wage and hour compliance.
  5. Assist in the agency's performance management process overseeing compliance and partnering with the Director on investigations, terminations, and discrimination/harassment claims.
  6. Manage day-to-day People Relations operations, including hiring support, scheduling, and processing employee changes (status, salary, title) with accurate, legally compliant recordkeeping.
  7. Monitor and evaluate agency policies and procedures for effectiveness; collaborate with the Director to maintain the employee handbook, contracts, and procedural manuals.
  8. Identify and mitigate risk from legal, ethical, or operational breakdowns; ensure compliance with regulatory reporting requirements (e.g., HIPAA, EEO, Pay Data, ACA) and serve as Custodian of Records for live scan results.
  9. Promote a safe, healthy work environment, supporting infection prevention, safety, and risk-reduction practices for clients, staff, and visitors.
  10. Lead department projects, meetings, and initiatives; hold self and team accountable for outcomes through ownership and continuous improvement.
  11. Responsible for implementing leadership development series concepts in staff oversight. Including but not limited to time management, purposeful coaching / development, effective communication, and meetings.
  12. Promote a healthy working environment that values staff and equips them to succeed while making sustainable decisions in a way that strengthens both our workforce and our impact.
  13. Develop and maintain procedural manual relating to program.
  14. Each leader is directly accountable for the outcomes of their program or area of responsibility through a mindset of ownership, continuous improvement, and follow-through.
