Position Overview Title: CIP Engineer Department: Engineering Status: Full-Time FLSA: Exempt POSITION OVERVIEW Under the supervision of the City Engineer, the CIP Engineer is responsible for the leadership, coordination, and delivery of the City's Capital Improvement Program (CIP). This position oversees long-range infrastructure planning, project prioritization, budgeting, and program performance to ensure capital projects are aligned with community needs, Council direction, and adopted engineering standards. In addition to managing individual capital projects, the CIP Engineer provides direct supervision to the CIP administrative team responsible for project coordination, program reporting, and consultant/contractor support.

The role ensures consistent program execution by directing internal staff, consultants, contractors, and partner agencies from project initiation through completion. ESSENTIAL DUTIES Leads and administers the selection process of consultants, including advertising, reviewing bids, negotiating agreements, monitoring contracts, pay requests, and change orders. Develops and coordinates the City's multi-year Capital Improvement Program, including project prioritization, funding strategies, program schedules, and long-range infrastructure planning.

Oversees capital improvement projects through the monitoring of program and project schedules, budgets, milestones, and specifications; identifies and resolves conflicts that impact program delivery. Manages master planning of water, wastewater, stormwater, and street systems to ensure the city's infrastructure is adequate for current and future needs. Prepares the capital improvement program and prioritizes improvements to public infrastructure.

Oversees the design and construction of contracted maintenance projects for streets, drainage, water, and wastewater requiring engineering. Exercises independent judgment within broad policy guidelines; advises on specialized areas of technical expertise; assures the highest quality CIP projects are delivered on time and within budget. May prepare and present CIP-related materials for City Council, committees, and executive leadership, including agenda items, reports, and program updates.

Coordinates with city officials, developers, and community stakeholders to identify needs, plan future capital projects, and assess impact of developments on existing infrastructure. Reviews development proposals and ensures requirements for infrastructure extensions and upgrades are performed in accordance with ordinances and city specifications with consideration of city's capacity. Participates and coordinates activities with TxDOT, UPRR, as well as Williamson County officials Assists in supervision and monitoring performance of third parties; assigning duties, scheduling work, and performance evaluation.

Provides direct supervision and leadership to CIP administrative staff, including assigning work, establishing performance expectations, monitoring workload, and participating in performance evaluations. Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of civil engineering processes Knowledge of applicable Federal, State, and Local laws, ordinances, and codes that govern construction Skilled in leadership, decision-making, and building collaborative working relationships Skilled in project management Skilled in handling and prioritizing tasks Skilled in verbal and written communication Ability to identify concerns and recommends solutions; assures that all project and service issues are addressed and resolved in a timely manner Ability to offer excellent customer service and interpersonal skills with stakeholders and co-workers.

Ability to interpret plans, maps, and specifications and to recognize divergence of plans in construction items EDUCATION, EXPERIENCE, LICENSES, & CERTIFICATIONS Bachelor's degree from an accredited university/college in Civil Engineering Minimum of seven (7) years of progressively responsible experience in public works design and/or construction with a minimum of three (3) years senior managerial experience required. Must possess a valid Texas Driver's License and be eligible for coverage under the City of Hutto vehicle insurance provider Professional Engineer License issued by the Texas Board of Professional Engineers Registration as a Professional Engineer in the State of Texas PHYSICAL DEMANDS This position is primarily sedentary, requiring an individual to sit at a desk for long periods of time, working on a computer. Must be able to lift up to 20 lbs.
