Application Developer

The New York City Housing Development Corporation (HDC) is a public benefit corporation and the nation's largest municipal Housing Finance Agency. HDC's programs support the construction and preservation of multi-family affordable housing in New York City.

Area of Talent: IT/ Application Development

Position Type: Full Time/ Exempt

Salary Range: $115,000- $125,000

Office Location:NYC/ Financial District

Position Summary:

The Applications Development team partners with business stakeholders across HDC to develop, enhance, and support enterprise applications that enable the Corporation's business operations.

The Application Developer is responsible for designing, developing, testing, implementing, and supporting custom business applications while working closely with senior developers, project managers, and business stakeholders. This position will primarily support HDC's existing application portfolio while participating in modernization efforts and contributing to the adoption of modern software development practices.

The ideal candidate is an experienced .NET developer who enjoys solving business problems, supporting enterprise applications, and continuously improving software quality.

This role reports to the Director of Application Development.

Job Responsibilities:

  • Design, develop, test, document, and maintain secure and reliable business applications.
  • Enhance and support existing custom .NET applications.
  • Troubleshoot and resolve production issues while providing ongoing application support.
  • Participate in the modernization of legacy applications using current .NET technologies.
  • Develop REST APIs and reusable application components.
  • Write and optimize SQL queries, stored procedures, and database objects.
  • Collaborate with business stakeholders to gather requirements and deliver technical solutions.
  • Participate in code reviews and follow established development standards and best practices.
  • Utilize Azure DevOps for work tracking, sprint planning, and software delivery.
  • Work with source control systems and follow established branching and deployment processes.
  • Support enterprise platforms including Dynamics 365, SharePoint, Formstack, and other business applications as required.
  • Assist with technical documentation and knowledge sharing across the team.
  • Stay current with Microsoft technologies and recommend opportunities for continuous improvement.

Required Qualifications:

  • Bachelor's degree in Computer Science, Information Systems, or a related field.
  • 4+ years of professional software development experience.
  • Experience developing applications using C# and .NET.
  • Experience writing SQL queries and working with relational databases.
  • Understanding of object-oriented programming principles.
  • Experience working with Git or other source control systems.
  • Experience developing or consuming REST APIs.
  • Exposure to HTML, CSS, and JavaScript.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently while collaborating effectively within a team environment.

Preferred Qualifications

  • Experience supporting and modernizing legacy .NET applications.
  • Experience with Azure DevOps or similar Agile development platforms.
  • Experience with Microsoft Azure services.
  • Experience with Dynamics 365, Power Platform, SharePoint Online, or Microsoft 365 development.
  • Experience with CI/CD concepts and deployment automation.
  • Familiarity with AI-assisted software development tools such as GitHub Copilot, Claude, or similar technologies.
  • Experience working within government, public sector, housing, financial services, or similarly regulated organizations.
  • Relevant Microsoft or Azure certifications.
