Summary

The Training Development Specialist supports the Training Manager in ensuring the consistent development, delivery, coordination, sustainability, engagement, and effectiveness of training operations for ADC LTD NM. This role is responsible for designing, developing and maintaining training continuity across programs, lessons, curricula, etc. by understanding and digesting federal government compliance requirements, supporting instructor readiness, and assisting with process standardization. Key functions of the Training Development Specialist are development of digital training content, monitoring training activities, assisting with the maintenance of documentation, identifying training deficiencies, and assistance with web design development. This role supports the Training Manager by developing training content and plans, updating SOP’s, identifying process improvements to enhance training effectiveness and compliance. This role collaborates with subject matter experts (SMEs), business stakeholders, and learning professionals to create instructor-led, virtual, self-paced and blended learning solutions using adult learning principles and instructional design best practices designated by the Training Manager. The Training Development Specialist serves as a consultant throughout the learning lifecycle, form needs assessment through program evaluation and continuous improvement.

Essential Tasks (minimum requirements) to be performed with or without reasonable accommodation:
  • Design, develop and maintain, comprehensive learning programs using instructional design principles and adult learning methodologies.

  • Develop training strategies that may include instructor-led training, virtual learning, eLearning, on-the-job learning, coaching, mentoring and performance support tools.
  • Aid in web design development for training content, learning modules, and training services for ADC LTD NM.
  • Monitor and track training activities to ensure continuity, consistency and compliance across programs, and content.
  • Partner with subject matter experts and business stakeholders to analyze learning needs and translates technical or operational information into clear, engaging learning experiences.
  • Follow-up training effectiveness for CI and staff success.
  • Review, interpret and apply federal compliance requirements related to training operations and content.
  • Identify, document and communicate training deficiencies, compliance gaps and areas requiring corrective action.
  • Recommend appropriate learning solutions for learning needs and performance gaps.
  • Oversee with the development, revision and maintenance of training content, as directed by the Training Manager, based on process changes, system updates, policy revisions, learner feedback and business priorities.
  • Understands the use of content, verification of software and equipment.
  • Manage multiple content development projects while meeting established deadlines.
  • Conduct audits and reviews of training content and processes to verify compliance, consistency, functionality and effectiveness of learning materials.
  • Identify and recommend improvements to enhance training content effectiveness, efficiency and standardization.
  • Monitor learning feedback and performance date to recommend continuous improvements to training content.
  • Support, implementation and maintenance of the ADC Academy and/or other ADC LTD NM training portals.
  • Participate in meetings, and planning sessions related to training operations and compliance initiatives.
  • Facilitate instructor-led and virtual training sessions as business needs require.
  • Manage multiple learning initiatives and project timelines while ensuring quality and timely delivery.
  • Maintain organized documentation, version control and content repositories.
  • Stay current on instructional design methodologies, learning technologies and industry best practice.
  • Maintain confidentiality and security of sensitive company and government- related information.
  • Communicate effectively both verbally and in writing.
  • Perform all other duties, as assigned.
Education, Experience and Skills
  • Bachelor’s degree in Learning & Development, Instructional Design, Organizational Development Communications, Education, Business Administration, Media and Marketing or a related field.
  • Minimum of 2 years of experience designing and implementing employee training, organizational learning programs, training operations, workforce development, compliance programs, or developing professional training or instructional materials.
  • Additional certifications related to training management, instructional design, project management, or compliance are preferred.
  • Experience working in government contracting, federal, military or other regulated operational environment preferred.
  • Experience maintaining training records, compliance documentation and technical writing.
  • Demonstrated project management and stakeholder collaboration experience.
  • Ability to manage multiple priorities in a dynamic environment.
  • Proficient with media software and equipment.
  • Support of curriculum development, SOP creation, or process standardization.
  • Familiar with Learning Management Systems (LMS) and training tracking platforms as well as media development software and hardware preferred.
  • Strong organizational and time management skills, with the ability to manage multiple priorities and deadlines.
  • Strong facilitation, presentation and communication skills.
  • Critical thinking and problem-solving. Strong written, verbal and visual communication skills.
  • Attention to details and accuracy in documentation and reporting.

  • Experience using learning authoring tools (such as Articulate Storyline, Camtasia, Rise, Adobe Captive or similar) is preferred.
  • Ability to work independent and collaboratively in a team-oriented environment.
  • Top Secret Clearance or ability to obtain a security clearance.
    • Have a minimum of an Interim Secret clearance if undergoing Top Secret investigations.
Supervisory Responsibility

This position does not carry any supervisory responsibilities.

Work Authorization/Security Clearance

Employment is contingent upon the successful results of a background check and drug screen. In addition to the completion of a federal background investigation and while in the process of obtaining a Top-Secret Clearance, must be able to obtain an interim clearance and/or appropriate agency approvals. Upon receipt of Top-Secret clearance, must be able to maintain active Top-Secret clearance and all agency approvals required of their position.

Position Type/Expected Hours of Work

This is a full-time position. Days of work are Monday through Friday, schedule to be determined between the core hours of 6:00 a.m. MT and 6:00 p.m. MT. Evening and weekend shifts may be required.

ADC offers full-time, hybrid and short-term telework arrangements for eligible employees when strategic priorities and specific work requirements arise, and if the supervisor deems the employee is suited for such an arrangement. Guidelines have been established to assist the employee in efficient production of their job duties and sets forth the expectations to be followed if a regular full-time, hybrid or short term telework arrangement is approved.

Work Environment & Physical Demands

While performing the duties of this job, the employee regularly works in an office setting. This role routinely uses standard office equipment. The employee is regularly required to use hands and fingers to handle, feel or operate objects, tools or controls, and reach with hands and arms. The employee will frequently be required to have prolonged periods sitting at a desk, working on a computer and using the phone.

Six-month probation at start of initial employment and/or when position is new for the employee.

Travel

Some minimal travel may be required.
