Client Executive - DHS/Fed Civ
Xcelerate Solutions is seeking a strategic Client Executive to lead business development efforts across the DHS/Fed Civ portfolios. This is a high-visibility individual contributor role responsible for driving revenue growth, expanding market presence, and shaping long-term strategic positioning within the defense community.
The ideal candidate is a disciplined growth leader with deep DHS/Fed Civ market knowledge, established relationships, and a demonstrated track record of winning competitive federal business. This role will own the full business development lifecycle, from opportunity identification and qualification through capture strategy, proposal support, and contract award. Responsibilities:
  • Develop and execute strategic growth plans aligned to priority DHS/Fed Civ agencies, commands, and mission areas.
  • Identify, qualify, and shape new business opportunities consistent with Xcelerate's capabilities and long-term growth strategy.
  • Build and maintain trusted relationships with senior government leaders, acquisition officials, industry partners, and key decision-makers.
  • Lead account planning, call planning, and pipeline development activities to drive sustained revenue growth.
  • Collaborate closely with Capture, Proposal, Solutions, and Executive Leadership teams to develop and execute winning strategies.
  • Support capture efforts including win themes, competitive positioning, teaming strategy, and pricing alignment.
  • Maintain accurate pipeline reporting and forecasting within Salesforce.
  • Represent Xcelerate at industry events, conferences, and customer engagements to enhance brand presence and generate leads.
  • Contribute to corporate marketing strategy, capability messaging, and solution positioning within the defense market.

Minimum Requirements
  • 10+ years of progressive experience in federal business development, with a primary focus on the Department of Homeland Security.
  • Demonstrated full lifecycle business development experience (opportunity identification through award).
  • Deep knowledge of DHS/Fed Civ acquisition processes, contracting vehicles and procurement strategies.
  • Proven ability to build and execute account plans, capture strategies, and long-range growth roadmaps.
  • Established record of closing business and contributing to competitive proposal wins.
  • Experience managing pipeline and forecast reporting in Salesforce or similar CRM platforms.
  • Strong executive presence with the ability to engage C-level leaders and senior government stakeholders.
  • Excellent written and verbal communication skills.

Preferred Qualifications
  • Existing relationships within two or more DHS agencies or components.
  • Experience in solutions-oriented business development (e.g., IT modernization, cybersecurity, data analytics, mission support, digital transformation).
  • Experience supporting small-to-mid-tier GovCon organizations in scaling growth.
  • Familiarity with Xcelerate's service offerings or adjacent federal contracting domains.
