Job Summary:
The CTSS Program Manager / Behavioral Health Practitioner position is responsible for ensuring compliance with CTSS standards, providing program oversight, staff training, and direct therapeutic services to children, adolescents, and families. This position oversees program operations collaboratively with the Director of Children's Services and delivers CTSS individual, family, and group skills in office, home, school, and/or community settings.
The position works collaboratively with clinical staff, families, referral sources, and community providers to ensure quality treatment services and compliance with Minnesota CTSS standards and agency policies. It is estimated the position responsibilities will consist of approximately 50% program and staff oversight duties and 50% direct client services.
Supervisory Responsibilities:
  • Provide direct performance supervision to BHPs in the CTSS program.
  • Provide program coordination, staff support, training, and operational oversight related to CTSS services.
  • Track initial and annual training requirements of the BHPs in the CTSS program.
  • Complete annual supervision agreement for each BHP.
  • Complete annual performance evaluations for each BHP.

Duties/Responsibilities:

  • Maintain knowledge of CTSS standards. through review of DHS bulletins, training, and statewide provider meetings.
  • Review and update CTSS Standard Operating Procedures (SOP's) in conjunction with the Director of Children's Services on a semi-annual basis or as needed.
  • Facilitate bi-monthly CTSS provider meetings with the Director of Children's Services.
  • Keep the Director of Children's Services updated regarding staff concerns, staffing changes, and program needs.
  • Provide input for CTSS staff performance evaluations.
  • Assist with the hiring process for new CTSS Behavioral Health Practitioners.
  • Assist with program development and implementation of best practices.
  • Participate in staff/team meetings and agency committees as assigned.
  • Assist with public relations and community outreach activities as appropriate.
  • Coordinate the scheduling of Comprehensive Evaluations as needed for referrals and current CTSS clients.
  • Plan, present and/or coordinate the initial and annual training courses for all CTSS staff, maintaining a record of completed and upcoming staff training.

Behavioral Health Practitioner Duties and Responsibilities:
  • Provide mental health skill-based services to children/adolescents and families through individual, family and group modalities in home and community settings.
  • Schedule client appointments, provide approved and frequency of services according to CE treatment recommendations.
  • Meet required productivity targets and weekly billable expectations.
  • Maintain a valid driver's license, drive to community appointments and transport clients when necessary.
  • Under the direction of the treating Mental Health Professional and with family input, develop and review Individual Treatment Plans prior to services beginning and every 180 days thereafter.
  • Monitor client progress and modify treatment plans as appropriate.
  • Maintain records of all face-to-face meetings, telephone contacts, and CTSS service activities.
  • Complete all documentation in Carelogic within agency and regulatory timelines.
  • Maintain compliance with HIPAA and agency data privacy requirements.
  • Maintain professional communication with families, referral sources, schools, and community agencies.
  • Participate in assigned training and continuing education activities as required by CTSS/USS requirements.

Required Knowledge, Skills, and Abilities:
  • Ability to plan, prioritize, coordinate, and manage work tasks independently.
  • Effective verbal and written communication skills.
  • Ability to work effectively with diverse populations, families, and professionals.
  • Knowledge of CTSS standards, community mental health services, and evidence-based practices.
  • Knowledge of child and adolescent development.
  • Ability to develop therapeutic relationships with clients and families.
  • Ability to assess client needs and develop effective treatment plans.
  • Knowledge of crisis intervention and de-escalation strategies.
  • Effective organizational and time management skills.
  • Ability to work as an effective and proactive team member.
  • Basic computer proficiency and willingness to learn new systems as needed.
  • Understanding of confidentiality requirements and HIPAA regulations.
  • Ability to accommodate flexible working hours, including early morning and evening hours as needed.
  • Fluency in English required; bilingual skills preferred.

Education and Experience:
  • Must meet qualifications as a Behavioral Health Practitioner under Minnesota CTSS standards.
  • Must pass a criminal background study.
  • Must have 3-5 years of experience providing services to children, adolescents, and families.
  • Must have 2 years of supervisory experience.

Physical Requirements:
  • Able to remain in a stationary position for extended periods of time.
  • Able to move throughout office and community settings regularly throughout the day.
  • Able to walk, stand, and climb stairs as needed.
  • Able to participate in physical activities with clients.
  • Able to lift up to fifteen pounds.

Requirements
Work Environment:
Duties are performed in office and community settings including client homes, schools, parks, and community businesses. The employee must provide their own reliable transportation, proof of auto insurance, drive to appointments in the community and/or transport clients as needed. The employee must be able to adapt to a schedule subject to changes due to client needs, emergencies, cancellations, and rescheduled appointments. Employee will have a flexible schedule and will be required to work at least 2 evenings a week.
