Work Hours: Monday–Friday, 8:00 AM–5:00 PM

Position Overview
 
The State of Arizona is seeking a seasoned Scrum Master with a strong technical background to support a large, multi-phase greenfield tax system implementation for the Arizona Department of Revenue. The Scrum Master will serve as a Change Agent, helping a team transition from a traditional Waterfall environment to Agile, while facilitating Scrum ceremonies, managing impediments and dependencies, supporting the Product Owner, and coordinating between the Agile team, program leadership, internal organization, and external vendors.
 
Key Responsibilities
  •  Coach and mentor teams transitioning from Waterfall to Agile
  •  Facilitate Sprint Planning, Daily Scrum, Sprint Reviews, and Retrospectives
  •  Manage team dependencies, technical roadblocks, and organizational impediments. 
  •  Coordinate between the Agile team, program leadership, internal teams, and external vendors. 
  •  Support the Product Owner with backlog refinement, prioritization, and platform requirements. 
  •  Track and resolve vendor dependencies and integration issues. 
  •  Promote Agile principles, practices, and continuous improvement. 
  •  Help establish effective structures for managing technical backlogs and work items. 
  •  Support implementation of complex enterprise financial/tax systems. 
  •  Maintain transparent communication and provide progress reporting to stakeholders. 
Required Skills
  • 10+ years of experience working on large, multi-phase, complex system implementations. 
  • 3–5+ years of experience as a Scrum Master in a software development environment. 
  •  Demonstrated experience transitioning teams from Waterfall to Agile
  •  Experience managing complex dependencies associated with large, multi-phase greenfield enterprise systems
  •  Strong technical background/technical aptitude supporting complex financial enterprise platforms
  •  Preferably prior experience as a Software Developer
  •  Excellent communication and stakeholder-management skills. 
  •  Experience working with external vendors
  •  Strong Change Agent mindset with the ability to guide teams through organizational change. 
Preferred Skills
  •  Experience implementing complex, multi-phase solutions within a regulated industry
  • Public Sector or Fintech experience. 
  • Jira, Azure DevOps, or similar tools for technical backlog management, queries, reporting, and work-item organization. 
  •  Experience with COTS (Commercial Off-The-Shelf) product implementations
  •  Knowledge of data management, data integration, data conversion, data cleansing, and data integrity
  •  Experience serving as both a Scrum Master and Software Developer
