Kundlas Consulting Group LLC is a professional consulting firm specializing in construction inspection and compliance services for public infrastructure projects. Our core services include on-site inspection of roadway, bridge, and utility construction to ensure adherence to engineering specifications, safety standards, and contract requirements. We support clients with daily reporting, materials testing coordination, schedule tracking, and quality assurance oversight. Additional services include project management, grants management for federally funded infrastructure and disaster recovery programs.

About the Role:

The Value Engineer will support the U.S. Army Corps of Engineers (USACE) READI contract by performing value engineering analyses for emergency response, disaster recovery, infrastructure restoration, and resiliency projects. This role provides expertise in evaluating project designs, engineering solutions, construction methods, and lifecycle costs to identify opportunities for improved performance, enhanced constructability, reduced costs, and optimized resource utilization while maintaining project quality, safety, and mission requirements.

The Value Engineer will collaborate with multidisciplinary teams including architects, engineers, environmental professionals, construction managers, and government stakeholders to evaluate alternatives and develop recommendations that maximize project value. The position requires strong analytical capabilities, cost evaluation experience, and familiarity with federal design and construction practices to support successful project delivery.

Minimum Qualifications:

  • Bachelorโ€™s degree in Engineering, Architecture, Construction Management, Cost Engineering, or a related technical discipline from an accredited institution.
  • Demonstrated professional experience performing value engineering analyses or related cost optimization and project evaluation activities.
  • Strong understanding of value engineering principles, life-cycle cost analysis, constructability reviews, risk assessment methodologies, and project evaluation techniques.
  • Experience reviewing engineering designs, construction plans, technical documentation, and project cost estimates.
  • Strong analytical, problem-solving, and critical thinking skills.
  • Excellent written and verbal communication skills with the ability to present technical findings and recommendations to diverse audiences.
  • Ability to coordinate with multidisciplinary project teams and stakeholders.

Preferred Qualifications:

  • Certified Value Specialist (CVS) credential from SAVE International or equivalent value engineering certification.
  • Professional Engineer (PE), Registered Architect (RA), Certified Cost Professional (CCP), or related professional credential.
  • Experience supporting USACE, FEMA, DoD, GSA, NAVFAC, or other federal design and construction programs.
  • Experience participating in formal Value Engineering Studies (VES) and Value Engineering Change Proposal (VECP) evaluations.

  • Facilitate value engineering studies, workshops, and multidisciplinary review sessions in accordance with project requirements and federal guidance.
  • Develop and evaluate alternative design concepts, construction approaches, materials, and operational solutions that improve project performance and efficiency.
  • Prepare technical reports, presentations, recommendations, and supporting documentation detailing value engineering findings and projected benefits.
  • Coordinate with project managers, architects, engineers, environmental professionals, and government stakeholders to review and implement approved recommendations.
  • Support project planning, budgeting, cost control, and design optimization efforts throughout the project lifecycle.
  • Monitor implementation of approved value engineering recommendations and evaluate resulting project outcomes.
  • Maintain current knowledge of value engineering methodologies, federal guidance, industry best practices, and infrastructure resiliency principles.
