Job Title: Project Manager IV

Location: Calgary or Edmonton, AB

Length: 1 Year (with potential extension)

Rotation: 3 days in office (Mon/Tues/Thurs) and 2 days remote (Wed/Friday)


Role Summary

The Facilities & Storage Programs (FASP) team is responsible for planning and executing multiple integrity‑driven maintenance projects across the company's Liquids Pipeline system.


The Project Manager (PM) leads and executes projects across key programs including API 653 Internal Inspection & Refurbishment, Small Tanks & Pressure Vessels, and CSA Z341 Oil Storage Maintenance.


The API 653 Internal Inspection & Refurbishment program represents the largest scope of work; experience in API 653 tank maintenance is considered an asset.


Key Responsibilities


Project Planning & Reporting

  • Confirm scope with project sponsor (Facilities Integrity) and coordinate change approvals
  • Develop cost estimates for budgeting, approvals, scope changes, and opportunities
  • Collaborate with FASP team and internal stakeholders to prepare weekly and monthly reports


Project Controls

  • Partner with Field Cost Analysts and Project Controls Analyst to:
  • Track project performance and update spend profiles
  • Facilitate change orders and approve invoices
  • Analyze schedule and cost risks
  • Ensure work orders and purchase orders are tracked and closed
  • Coordinate financial close-out activities


Supply Chain Management

  • Ensure Supply Chain support through contract preparation and award
  • Develop, issue, and evaluate RFPs; negotiate and finalize contract terms
  • Initiate material requisitions, review quotes, and support negotiations
  • Approve purchase orders and manage change requests


Engineering Coordination

  • Work closely with Project Engineer to:
  • Finalize repair scope
  • Manage engineering contractors delivering construction packages
  • Confirm material requirements


Stakeholder & Vendor Management

  • Manage internal and external resources including engineering consultants and contractors
  • Coordinate outage planning, pre-construction work, progress updates, and deliverables
  • Conduct lessons learned reviews


Field Execution

  • Partner with Construction Coordinator to:
  • Develop and execute daily and weekly plans
  • Create outage and scheduling plans
  • Track progress against cost and schedule
  • Review inspection reports and adjust construction activities as needed
  • Communicate performance updates to stakeholders
  • Apply lessons learned and evaluate new technologies


Project Quality

  • Ensure contractor quality plans are approved and adhered to
  • Track and resolve quality issues


Project Safety

  • Promote a strong safety culture with a goal of zero incidents
  • Ensure contractor safety plans are approved prior to execution
  • Monitor contractor compliance and address deficiencies immediately


Key Relationships

  • Collaborate with Project Engineer, Construction Coordinator, Project Controls, Safety, and Quality teams
  • Interface with internal stakeholders including project sponsors, Operations, and Environment
  • Manage external vendors, consultants, and contractors to deliver on scope, cost, and schedule


Qualifications

  • Bachelor’s degree in Engineering
  • 7+ years of progressive experience in project management, engineering, or field operations
  • API 653 tank maintenance experience considered an asset
  • Strong ownership mindset and self-motivation
  • Ability to thrive in a fast-paced team environment
  • Excellent communication across in-person and remote platforms
  • Proven ability to anticipate risks and develop mitigation strategies
  • Experience in Engineering, Construction, and Field Operations
  • Valid driver’s license


Working Conditions

  • Office-based with required field visits
  • Travel to operating facilities, construction sites, and manufacturer locations (up to 25%)
