Mountain Ltd. has an opening for an OSP Engineer in the Mount Vernon, WA area.
Job Description
The Outside Plant Engineer will be responsible for the application engineering of telecommunications outside plant in a local serving exchange environment. The Outside Plant Engineer serves as a subject matter expert for all technical aspects of outside plant facilities and associated work, including cable sizing, cable counts, cable records, and permitting for rights-of-way (ROWs) and easements.
This position works as a team member with Network Planning, Central Office, Transmission, and Operations to support the growth, replacement, and upgrades of telecommunications plant facilities.
Essential Duties and Responsibilities
The duties listed below represent a range of responsibilities performed by the employee and are not intended to reflect all duties.
  • Provide frontline project management for all construction activities associated with outside plant.
  • Perform engineering design for outside plant systems.
  • Proactively review outside plant facilities to determine necessary upgrades and enhancements.
  • Communicate with state, county, city, and national entities to obtain information on planned projects involving growth and infrastructure changes.
  • Coordinate with utilities for project design and construction to utilize joint trenching.
  • Collaborate with internal departments to ensure proper project planning.
  • Maintain accurate cable records and updates.
  • Attend pre-construction meetings for project designs.
  • Apply for all required permits (State, DNR, City, County, Townships).
  • Maintain and investigate ROWs and easements for releases.
  • Prepare cost estimates for BDTs.
  • Respond to DORs as needed.
  • Update records based on as-built documentation.
  • Support sales, marketing, operations, and regulatory teams as needed.
  • Assist in annual budget planning.

Qualifications
  • Bachelor's degree in Engineering (or equivalent work experience), or a minimum of 3 years of experience in an outside plant role.
  • Experience in outside plant construction project management and inventory management.
  • Experience with ROWs, private easements, and permitting with local, state, and federal entities.
  • Demonstrated knowledge of outside plant design, cable count layout, and capacity planning.
  • Must possess and maintain a valid state driver's license and a satisfactory driving record.

Knowledge, Skills, and Abilities
  • Knowledge of outside plant practices and engineering tools, including Microsoft Office and AutoCAD.
  • Strong organizational, written and verbal communication, and customer service skills.
  • Strong interpersonal skills with the ability to collaborate with engineering teams, regional managers, vendors, supervisors, and technicians.
  • Ability to manage multiple projects at various stages and meet critical deadlines.
  • Ability to drive safely and responsibly on behalf of the company.
