Purpose and Job Summary:
ORIX USA is seeking a DevOps Architect who is responsible for the strategic design, engineering, and governance of DevOps platforms and practices across the enterprise, with a primary focus on Azure DevOps and GitHub Enterprise. This role leads a team of offshore engineers provided by a managed service provider (MSP), ensuring secure, scalable, and compliant CI/CD pipelines and automation frameworks that support the organization's software delivery lifecycle. Operating within a highly regulated financial environment, the DevOps Architect will champion security-first DevOps practices, enforce compliance standards, and drive continuous improvement across development and operations teams. This role also partners closely with internal development teams and audit functions to ensure alignment with business goals and regulatory requirements.
Essential Duties and Responsibilities:
- Design and implement enterprise-grade CI/CD pipelines using Azure DevOps and GitHub Enterprise.
- Define DevOps architecture standards, automation strategies, and reusable templates for build, release, and deployment processes.
- Integrate security controls (DevSecOps) into the software delivery lifecycle, including code scanning, secrets management, and policy enforcement.
- Manages annual budget and contracts for DevOps services
- Maintains DevOps roadmap and ensures execution of the roadmap through demand pipelines.Drives DevOps modernization efforts and stays current with emerging technologies
Team & Vendor Leadership
- Lead and mentor a team of offshore DevOps engineers managed through an MSP partnership.
- Review and approve DevOps solution architecture, standards, and diagrams created by MSP.
- Serves as the primary liaison with the MSP for DevOps providing oversight and ensuring business requirements are being delivered
- Monitor KPIs, SLAs, and performance metrics to ensure high-quality service delivery.
- Collaborate with vendors and internal stakeholders to evaluate and implement new DevOps tools and practices.
Security, Compliance & Audit
- Ensure DevOps processes align with financial industry regulations (e.g., FINRA, SOX).
- Partner with cybersecurity and risk teams to implement secure coding practices, vulnerability management, and audit readiness.
- Work directly with internal and external audit teams to provide documentation, evidence, and support for compliance reviews.
- Maintain robust change control and governance processes to support regulatory and audit requirements.
Collaboration & Strategy
- Partner closely with application development teams to align DevOps practices with agile delivery models and business priorities.
- Provide strategic guidance and executive-level reporting on DevOps maturity, risks, and opportunities.
- Stay current with industry trends, emerging technologies, and regulatory changes impacting DevOps in financial services.
Operational Excellence
- Drive automation of infrastructure provisioning, configuration management, and application deployment using Infrastructure-as-Code (IaC) tools.
- Optimize pipeline performance, reliability, and scalability across cloud and hybrid environments.
- Support incident response and root cause analysis for DevOps-related issues.

Education, Skills and Experience:
- Bachelor's degree in Computer Science, Engineering, or related field (Master's preferred).
- 8+ years of experience in DevOps engineering and architecture, with deep expertise in Azure DevOps and GitHub Enterprise.
- Strong understanding of CI/CD, DevSecOps, Infrastructure-as-Code, and cloud-native development.
- Hands-on experience with scripting and automation tools (e.g., PowerShell, Bash, Terraform, Ansible).
- Familiarity with regulatory compliance frameworks relevant to financial services.
- Proven experience working with development teams and audit functions in a regulated environment.
- Excellent communication, leadership, and stakeholder engagement skills.
- Relevant certifications (e.g., Azure DevOps Engineer Expert, GitHub Administration) are a plus.
- Proven experience managing distributed engineering teams.
- Experience in implementing Technical specifications
- Experience in production incident handling, Change Requests, and Change management
- Create and maintain support documentation (operation run book, data flow diagrams, architecture diagrams, Incident responses, RCA's)

- Microsoft Azure Solutions Architect Expert certification a plus
Required:
Candidate must be extremely well organized, disciplined, dependable, focused, and detailed-oriented. He/she will possess the ability to move quickly from task to task in a very demanding, fast-paced environment. The role demands excellent time management skills along with the ability to prioritize and solve problems quickly and calmly.
Preferred:
Proficiency needed in Microsoft Word, Excel, Visio, and PowerPoint. Experience with ServiceNow is preferred
