General Summary
Provides strategic leadership and operational oversight for the planning, design, and execution of capital construction, renovation, and infrastructure projects across the organization's facilities portfolio. This role is responsible for managing strategic projects and ensuring projects are delivered safely, on schedule, within budget, and in alignment with organizational standards, sustainability goals, and long-term campus or facilities master plans. Serves as a key liaison among internal stakeholders, executive leadership, consultants, contractors, and regulatory agencies, ensuring consistent project delivery practices and high-quality outcomes.

Essential Functions:
  • Provides leadership of special / strategic projects as assigned
  • Ensures consistent application of project management methodologies, design standards, and construction best practices; Ensures designs meet organizational standards, regulatory requirements, sustainability goals, and operational need; Enforces alignment with WellSpan requirements and standards
  • Reviews and approves project scopes, schedules, budgets, risk assessments, and delivery strategies; Provides oversight of project budgets, cost forecasting, change management, and financial reporting.
  • Provides oversight of design and construction activities from concept through closeout; Monitors project performance metrics and intervenes as needed to resolve issues related to cost, schedule, quality, or risk.
  • Ensures compliance with procurement policies, funding requirements, and contractual obligations.
  • Ensures quality control and quality assurance processes throughout design and construction.
  • Coordinates with user groups, operations and maintenance staff, finance, risk management, and other internal partners; Builds effective relationships with architects, engineers, contractors, inspectors, and authorities having jurisdiction.
  • Oversees compliance with applicable codes, regulations, environmental requirements, and organizational policies; Ensures construction safety standards and risk mitigation practices are implemented and enforced.

Qualifications
Qualifications
Minimum Education:
  • Bachelors Degree In Architecture, Engineering, Construction Management, or a related field. Required

Work Experience:
  • 15+ years Experience in facilities design and construction. Required and
  • 5 years Experience in higher education, healthcare, government or large institutional environments. Required

Driver's License Statement:
Must possess a valid driver's license in the current state of residence. Driving record must meet requirements established by WellSpan Risk Management.
Knowledge, Skills, and Abilities:
  • Strong knowledge of design and construction delivery methods (e.g., Design-Bid-Build, CM at Risk, Design-Build).
  • Ability to manage complex budgets, schedules, and stakeholder relationships.
  • Familiarity with sustainability standards such as LEED.
  • Strong leadership and people management skills.
  • Excellent written and verbal communication abilities.
  • Strategic thinking with strong execution capabilities.
  • High level of financial acumen and analytical skills.
  • Ability to balance competing priorities across a large project portfolio.
  • Proficiency with project management and financial tracking software.
