What is a deputy program director?

Deputy Program Directors are senior professionals who assist Program Directors in overseeing and managing the operations, staff, and objectives of specific programs within an organization. They help ensure that program goals are met, budgets are adhered to, and standards are maintained. Their responsibilities often include supervising teams, coordinating activities across departments, and stepping in for the Program Director when needed. Deputy Program Directors play a key leadership role in facilitating communication, solving problems, and driving the overall success of their programs.

What are the key skills and qualifications needed to thrive as a deputy program director, and why are they important?

To thrive as a Deputy Program Director, you need strong leadership, project management expertise, and in-depth knowledge of the program’s subject area, often supported by an advanced degree and relevant experience. Familiarity with program management software (such as MS Project or Asana), budget tracking tools, and sometimes certifications like PMP or PRINCE2 is typically required. Outstanding communication, problem-solving, and stakeholder management skills set exceptional candidates apart in this role. These abilities are vital for effectively overseeing program delivery, ensuring objectives are met, and maintaining alignment with organizational goals.

What are some common challenges faced by a deputy program director, and how can they be effectively managed?

Deputy Program Directors often face the challenge of balancing strategic oversight with day-to-day operational management. They must coordinate among diverse teams, manage competing priorities, and ensure program objectives are met on time and within budget. Effective communication, delegation, and proactive problem-solving are essential skills for overcoming these challenges. Building strong relationships with stakeholders and maintaining flexibility in response to changing project demands also contribute to success in this role.

Job description

Endurion is seeking a Deputy Program Manager to support the Preservation of the Force and Family (POTFF) program. This senior leadership role supports enterprise integration, operational synchronization, program performance, and customer engagement for integrated human performance services that sustain Special Operations Forces readiness, resilience, longevity, and performance.

The Deputy Program Manager partners with the Program Manager, government stakeholders, operational leaders, and cross-functional teams to ensure disciplined execution across physical, psychological, cognitive, social and family, and spiritual performance domains. The position provides continuity of leadership, advances program objectives, and acts on behalf of the Program Manager when delegated.

Essential Duties and Responsibilities
  • Support the Program Manager in directing program performance, operations, governance, and customer engagement across geographically dispersed locations.
  • Integrate and synchronize activities across program operations, workforce continuity, business management, transition and readiness, quality, analytics, and corporate shared services.
  • Monitor contract performance, staffing, readiness, risk, quality, schedule, cost, and customer priorities; recommend and implement corrective actions.
  • Coordinate multidisciplinary human performance services across physical, psychological, cognitive, social and family, and spiritual domains.
  • Serve as a senior liaison to government customers, joint venture partners, subcontractors, functional leaders, and other stakeholders.
  • Lead executive reviews, operational meetings, working groups, and cross-functional decision forums.
  • Use program data, performance measures, and trend analysis to improve service delivery, demonstrate value, and support data-informed decisions.
  • Identify operational risks, service gaps, and growth opportunities; develop mitigation and improvement strategies aligned with mission and contract requirements.
  • Support workforce planning, incumbent retention, recruiting, onboarding, credentialing, security processing, training, and deployment readiness.
  • Ensure compliance with contract requirements, government regulations, security standards, quality procedures, and applicable Endurion policies.
  • Assume delegated Program Manager responsibilities during the Program Manager’s absence.
  • Perform other duties as assigned.
Minimum Requirements
  • Bachelor’s degree in business administration, healthcare administration, public administration, organizational leadership, program management, or a related field.
  • Minimum 10 years of progressive leadership experience managing complex federal, defense, healthcare, human performance, or mission-support programs.
  • Demonstrated experience directing large, geographically dispersed, workforce-intensive programs.
  • Experience managing contract performance, operations, budgets, schedules, risks, quality, staffing, and customer relationships.
  • Demonstrated ability to lead cross-functional teams and integrate operational and enterprise support functions.
  • Strong knowledge of federal contracting, program governance, performance management, and compliance requirements.
  • Excellent leadership, analytical, problem-solving, decision-making, written communication, and executive stakeholder-engagement skills.
  • Proficiency with Microsoft Office applications and program reporting tools.
  • U.S. citizenship required.
  • Ability to obtain and maintain the security clearance required for the position.
Preferred Skills and Qualifications
  • Master’s degree in business administration, healthcare administration, public administration, organizational leadership, or a related field.
  • Experience supporting the Department of Defense, U.S. Special Operations Command, Special Operations Forces, or another federal agency.
  • Knowledge of POTFF mission priorities and integrated human performance programs.
  • Experience leading program transitions, mobilization, incumbent capture, workforce continuity, or operational readiness initiatives.
  • Experience managing multidisciplinary teams across domestic and international locations.
  • Project Management Professional, Lean Six Sigma, or comparable program-management certification.
  • Active Department of Defense Secret or higher-level security clearance.
Work Environment

Work is performed in a fast-paced, mission-focused environment supporting geographically dispersed domestic and international operations. The position requires regular collaboration with government customers, program leadership, functional teams, and field personnel and may require travel based on program needs.
