Position Title: Deputy Delivery Manager โ€“ CMaR

Location: Washington, DC Office / Client Job Site- Sewer Program Management

Job Type: Full-Time

Work Hours: Monday through Friday, 8:30 AM to 5:30 PM

This position reports functionally Client Representative for functional/project oversight and CES Company Representative employment, performance management, and contractual administration.

Position Overview

The Deputy Ownerโ€™s Advisor (OA) Delivery Manager supports the OA Delivery Manager in the oversight, coordination, and administration of Construction Manager at Risk (CMAR) capital projects delivered under a collaborative delivery framework. Acting under the direction of the OA Delivery Manager, the Deputy Delivery Manager provides day-to-day leadership for defined aspects of preconstruction and construction oversight, ensures continuity of Owner representation, and manages coordination across technical, field, and administrative functions.

The Deputy OA Delivery Manager serves as a key operational lead, helping to ensure CMAR, Project Design Engineer (PDE), and Owner activities are aligned with contractual requirements, approved plans, and collaborative delivery objectives. The role is designed to provide depth, redundancy, and scalability on large or fast-moving programs, while maintaining clear authority with the OA Delivery Manager and Owner.

Key Responsibilities
  1. Deputy Project Representation & Continuity of Oversight
    • Act on behalf of the OA Delivery Manager for assigned duties, meetings, or workstreams as delegated.
    • Maintain continuity of Owner oversight during periods of high activity, concurrent work packages, or OA Delivery Manager unavailability.
    • Support consistent application of CMAR Oversight Guidelines, contract requirements, and Owner procedures throughout all phases of the project.
  2. Preconstruction Phase Support (Phase I)
    • Support and, when assigned, lead elements of preconstruction oversight, including design review coordination, constructability review facilitation, and cost estimate and schedule review processes.
    • Assist in validating CMAR cost and schedule submissions for completeness, internal consistency, and alignment with current project status.
    • Support review of CMAR permitting plans, MOPO planning activities, and early risk register development.
    • Participate in GMP proposal reviews, with responsibility for assigned components such as bid package structure, subcontracting strategies, cost backup documentation, and alignment of risk registers with contingency and allowance structures.
    • Prepare draft review comments, issue logs, and recommendation memoranda for delivery to the OA Delivery Manager.
  3. Construction Phase Oversight (Phase II)
    • Support day-to-day CMAR contract administration under direction of the OA Delivery Manager.
    • Lead oversight of selected construction-phase processes, including schedule updates and baseline tracking, pay application reviews, submittal and RFI tracking, and change management support, as assigned.
    • Coordinate with Construction Representatives and OA Inspectors to ensure field observations, inspections, and reports are timely, complete, and consistent.
    • Identify emerging risks, quality issues, or deviations and elevate them to the OA Delivery Manager with recommended next steps.
  4. Field and Team Coordination
    • Provide operational oversight to Construction Representatives and OA Inspectors as delegated.
    • Review inspector daily reports, field issue logs, and surveillance documentation for consistency, completeness, and quality.
    • Support resolution of field-level issues through coordination with CMAR staff prior to escalation.
    • Reinforce safety, quality, and documentation expectations across the OA field team.
  5. Risk, Quality, and Issue Management
    • Support review of CMAR risk registers, Risk Management Plan (RMP) implementation, and monthly updates.
    • Assist with quality surveillance activities, including monitoring three-phase inspections and corrective action tracking.
    • Support identification, documentation, and tracking of defective work, punch list items, and corrective action plans.
  6. Coordination, Reporting, and Documentation
    • Prepare draft summaries, correspondence, and reports for review by the OA Delivery Manager.
    • Maintain logs and tracking tools for RFIs, submittals, issues, risks, changes, pay applications, and assigned scopes or work packages.
    • Support internal Owner briefings through assembly of schedule, cost, risk, and progress information.
  7. Closeout and Turnover Support
    • Support commissioning, startup, and testing oversight activities as assigned.
    • Assist with punch list management, milestone verification, warranty tracking, and contract closeout documentation.
    • Support transition and handover activities to Owner operations, including document archiving processes.
QualificationsRequired Qualifications
  • Bachelorโ€™s degree in Engineering, Construction Management, or a related discipline.
  • Minimum eight (8) to twelve (12) years of experience supporting delivery of complex capital infrastructure projects.
  • Demonstrated experience with CMAR, progressive design-build, or other collaborative delivery models.
  • Working knowledge of construction cost estimating, scheduling, risk management, and contract administration.
Desired Skills and Competencies
  • Strong organizational and coordination skills across multi-party project teams.
  • Ability to independently assess technical, cost, and schedule information and identify inconsistencies.
  • Clear written and verbal communication skills.
  • Detail-oriented approach with strong documentation discipline.
  • Experience working with project management systems such as Unifier or Procore.
Preferred Certifications
  • Professional Engineer (PE)
  • Project Management Professional (PMP)
  • DBIA or Associate DBIA
Soft Skills
  • Strong interpersonal and communication skills to interact effectively with stakeholders.
  • Excellent organizational abilities to manage multiple tasks and deadlines.
  • Self motivated, with the ability to work independently and take initiative.
  • Perform additional project controls related duties as required.
Reports To

This position reports functionally Client Representative, Ownerโ€™s Advisor, for functional/project oversight and CES Company Representative, Executive Vice President & Principal, DC Metro, employment, performance management, and contractual administration.

Provides Functional Direction To

Construction Representatives (ConReps), OA Inspectors, and discipline-specific OA staff, as delegated

Coordinates With

CMAR Contractor staff, PDE staff, Owner stakeholders, and program management resources

Authority and Limitations

The Deputy OA Delivery Manager does not have authority to approve changes to scope, schedule, or cost.

All formal recommendations, notices, and contractual decisions are elevated through the OA Delivery Manager to the Ownerโ€™s LPM and COTR
