Summary Statement

The Delaware Judicial Branch seeks a dynamic, highly organized Deputy Chief Information Officer (Deputy CIO) to support the CIO in leading the Judicial Information Center and advancing its strategic technology vision. The Deputy CIO provides executive leadership and operational oversight across enterprise technology services, including cybersecurity, infrastructure, applications, data, endโ€‘user services, and technology procurement. The position helps ensure secure, reliable, userโ€‘centered technology that supports court operations, improves efficiency, and expands access to judicial services. The Deputy CIO also plays a key role in technology strategy, governance, resource planning, organizational performance, and workforce development. The ideal candidate is a strategic, collaborative, and motivational leader with strong communication skills, sound judgment, and a proven ability to lead teams, foster accountability, and deliver results in a complex, missionโ€‘driven environment.

Knowledge of the principles, practices, and disciplines within information technology, including but not limited to:

Strong understanding of cybersecurity, including threats and vulnerabilities, response planning, and tools for preventing and mitigating attacks. Exceptional written and verbal communication skills, including technical and non-technical subject matter. Proven leadership skills with expertise in continuous improvement, team development, and coaching. Advanced critical thinking and problemโ€‘solving skills that can be applied to both operational and technical situations.

The Deputy Chief Information Officer (Deputy CIO) provides executive leadership and operational oversight of Judicial Branch technology, ensuring secure, reliable, and strategically aligned IT services that support the courtโ€™s mission to administer justice and provide meaningful public access to the judicial system.

The Deputy Chief Information Officer (Deputy CIO) supports the CIO in developing and executing the Judicial Branch IT strategy and technology roadmap, aligning technology investments, services, and initiatives with organizational priorities and the courts' longโ€‘term mission. Provides executive oversight of dayโ€‘toโ€‘day IT operations, ensuring effective, efficient, secure, and customerโ€‘focused delivery of technology services across the Judicial Branch. Leads and develops IT teams and personnel, with responsibility for performance management, staff coaching, professional development, workforce planning, and fostering a culture of accountability, collaboration, and continuous improvement. Oversees teams responsible for 24x7x365 support of missionโ€‘critical systems, applications, infrastructure, and facilities, ensuring high availability, operational resilience, cybersecurity, and timely response to incidents and service disruptions. Provides executive leadership for major IT programs and projects, ensuring initiatives are effectively planned, prioritized, and delivered within established scope, schedule, budget, quality and performance requirements. Partners with judicial leaders, court administrators, and other stakeholders to identify technological needs, establish priorities, resolve operational challenges, and ensure IT services effectively support court operations and public access. Promotes continuous improvement and operational excellence by evaluating IT processes, service delivery, technologies, and organizational capabilities and implementing improvements that enhance reliability, efficiency, security, and user experience.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Bachelorโ€™s degree from an accredited college or university.
  • Minimum of 5 years of progressive experience in the Information Technology field. (Additional IT certifications and advanced degrees may be considered in lieu of some experience).
  • At least 4 years of involvement in IT modernization initiatives serving as a Technical Lead, Subject Matter Executive, Project Manager, or Executive.
  • At least 3 years of direct managerial experience overseeing a team in an organization of 30 or more employees.
  • Minimum of 3 years of experience in IT and project budget planning and management.
  • Minimum of 2 years of vendor management experience including contracting, relationship oversight, and contract compliance.
Conditions of Hire
