Job Description:

Seeking a Telecommunications Provisioning Specialist / Circuit Actions Engineer with experience supporting telecom transport and circuit actions in DoD/DoW and other government networking environments. Responsible for translating network requirements into executable circuit orders; submitting and tracking DISA Storefront requests; coordinating with government and commercial service providers; and ensuring circuits are delivered to the correct nodes with the proper bandwidth, Layer 1 interface types, demarcation, and technical implementation requirements. This role manages circuit actions through the full lifecycle, including requirements review, order submission, provider follow-up, government approval follow-up, installation coordination, troubleshooting, testing, activation, documentation, and discrepancy resolution. The ideal candidate understands how circuits are ordered, delivered, handed off, tested, and integrated into operational network environments, and can coordinate effectively with carriers, field technicians, network engineers, and operations teams to achieve successful service turn-up.

Essential Functions:

  • Perform end-to-end circuit actions for new service, upgrades, modifications, rehomes, renewals, disconnects, and restorations in a DoD/DoW telecommunications or defense network services environment.
  • Review technical requirements, topology, bandwidth, diversity, demarcation, and Layer 1 / physical interface needs to ensure correct service ordering and site delivery.
  • Prepare, submit, and track DISA Storefront requests and other telecom service orders for government and commercial transport services.
  • Coordinate with DISA, defense communications organizations, commercial carriers, local site contacts, and internal engineering / operations teams to provision and activate services.
  • Troubleshoot provisioning and turn-up issues including incorrect node delivery, wrong interface type, cross-connect errors, patching problems, provider record mismatches, failed testing, delayed implementation, and incomplete documentation.
  • Validate circuit installation and readiness for service by coordinating test events, reviewing test results, confirming handoff details, and ensuring equipment and interface configuration prerequisites are met for activation.
  • Review technical service orders, implementation requirements, circuit records, and provisioning documentation for accuracy, completeness, and compliance with network engineering requirements.
  • Resolve discrepancies involving node delivery, physical interfaces, service records, provider coordination, circuit activation, and follow up when service level agreements are not met.
  • Maintain telecom inventories, trackers, provisioning records, and lifecycle documentation in a secure, mission-oriented environment.
  • Support outage response, service restoration coordination, and status reporting for operational and pending circuit actions.

Qualifications:

  • Bachelor of Science (BS) degree in engineering or related discipline with 4 years of experience; or 2 years of relevant experience with a Graduate degree; minimum 8 years of relevant experience/education can be considered in lieu of a degree.
  • Clearance: Candidate must currently have, and/or be able to maintain, an active U.S. Government DoD Top Secret Clearance.

Preferred Additional Skills:

  • Experience supporting telecom provisioning, transport services, circuit actions, or network operations in a government, defense, or mission-critical environment.
  • Knowledge of telecom transport services and interfaces such as Ethernet, MPLS, optical/fiber, SONET/legacy transport, and other Layer 1 handoff types.
  • Ability to interpret technical requirements, service orders, circuit IDs, engineering guidance, topology diagrams, demarcation details, and provisioning records.
  • Familiarity with router, switch, optical transport, and encryption device connectivity as it relates to circuit activation, troubleshooting, and service turn-up.
  • Ability to troubleshoot service delivery and activation problems including loss of signal, handoff mismatches, cross-connect issues, patching errors, and configuration readiness gaps.
  • Ability to coordinate across multiple military, government, contractor, and commercial organizations.
  • Ability to analyze service delivery problems, drive corrective actions, and escalate effectively when providers miss milestones or technical requirements.
  • Skill in maintaining detailed records, status trackers, inventory data, test results, and provisioning documentation.
  • Strong written and verbal communication skills to coordinate with providers, technical teams, government program offices, and supported commands.
  • Familiarity with DISA Marketplace launch and transition plans
