Job Description:

This is a sensitive government position.

The GBI will follow State Personnel Board Rules for current stateemployees.

The GBI follows the Federal statute regarding drug use and is a drug-free workplace. Although some locations (domestic and foreign) have legalized recreational drug use,
applicants who use or have used drugs or controlled substances will be subject to disqualification from employment with the GBI.

  • Marijuana Usage- Candidates that have used marijuana or cannabis in any form (natural or synthetic) and in any location (domestic or foreign)within (1) year preceding the date of application, will be disqualified.
  • Other Drugs - Candidates that have used any drugs other than marijuana, within 10 years preceding the date of application, will be disqualified.

Job Duties

Purchase/Procurement Agent 1 (FEP020; Pay Grade: I)

Develops and applies professional knowledge of the procurement field to include the Georgia Procurement Manual (GPM) and related rules and regulations. Develops an awareness and understanding of legal implications and internal controls. Attends required training.

Purchase supplies, equipment, vehicles, or services necessary for the operation of an agency, division, or office. Creates purchase orders from requisitions entered by other employees. Obtains appropriate documentation to support the purchase order.

Assists in the development of documents such as Request for Quotes (RFQs) and Sole Source solicitations. Posts solicitation in Team Georgia Marketplace and/or the Georgia Procurement Registry.

Participates in the vendor response evaluation process. Conducts analysis of vendor responses.

Administers and maintains annual maintenance/service agreements and contracts.

Reviews monthly Visa card transactions for correct chart field coding and verifies required documentation. Communicates policies and information pertinent to purchasing procedures as appropriate to other employees.

Purchase/Procurement Agent 2 (FEP021; Pay Grade: J)

Develops and applies professional knowledge of the procurement field to include the Georgia Procurement Manual (GPM) and related rules and regulations. Develops an awareness and understanding of legal implications and internal controls. Attends required training.

Purchase supplies, equipment, vehicles, or services necessary for the operation of an agency, division, or office. Creates purchase orders from requisitions entered by other employees. Obtains appropriate documentation to support the purchase order.

ESSENTIAL JOB FUNCTIONS:

  • Must be proficient in the use of a computer.
  • Travel and operating a state vehicle is required. The applicant must have a valid Georgia driver's license.
  • Mainly sedentary work in an office environment which includes shared office space.
  • Proficiency in Microsoft Office programs.
  • Strong oral, written and communication skills
  • Must obtain certifications from the Department of Administrative Services (DOAS) as a Georgia Certified Purchasing Associate (GCPA) within 12 months of employment.
  • May require some travel and operating a state vehicle. A valid Georgia driver's license is required.

MINIMUM QUALIFICATIONS:

Purchase/Procurement Agent 1 (FEP020; Pay Grade: I; $40,500 - $53,000)

Associate degree in accounting or business, or a directly related field from an accredited college or university; or Technical diploma in accounting or business AND one (1) year job-related experience in a procurement environment

OR

One (1) year of experience at the lower level Procurement Agent Trainee (FEP019) or Procurement Technician (FET112) or equivalent position.

Note: Must obtain certifications from the Department of Administrative Services (DOAS) as a Georgia Certified Purchasing Associate (GCPA) within 12 months of employment if not currently held.

Purchase/Procurement Agent 2 (FEP021; Pay Grade: J;$44,000 - $57,500)

Associate degree in accounting or business, or a directly related field from an accredited college or university AND

Two (2) years of job-related experience in a procurement environment;

OR

Technical diploma in accounting or business AND Three (3) years of job-related experience in a procurement environment;

OR

Two (2) years of experience at the lower level Procurement Agent 1 (FEP020) or equivalent position.

Note: Must obtain certifications from the Department of Administrative Services (DOAS) as a Georgia Certified Purchasing Associate (GCPA) and Georgia Certified Purchasing Card Administrator (GCPCA) within 12 months of employment if not currently held.

PREFERRED QUALIFICATIONS:

Preference will be given to applicants that, in addition to meeting the minimum qualifications, possess one or more of the following:

- One year of experience in a State of Georgia purchasing office/environment that utilizes TGM/PeopleSoft (e.g., entering requisitions, Purchasing card reconciliation, purchase orders, sourcing events).
