Responsibilities
The Senior Program Director is responsible for overseeing service delivery, program administration, and operational support within a designated region. This role ensures the delivery of high-quality, client-centered services in compliance with accreditation and regulatory standards. In addition to managing day-to-day program operations and leading staff development initiatives, the Senior Program Director provides mentorship and/or direct oversight to Program Directors, supporting consistency, collaboration, and excellence across programs. This position serves as a critical link between operations and service execution, while also supervising administrative teams and driving employee engagement efforts.
Essential Duties & Responsibilities:
Program & Service Delivery Oversight
  • Lead the development and execution of regional programs, ensuring efficiency and compliance with state and accreditation requirements.
  • Supervise leadership staff, including Clinical Supervisors and Program Supervisors, to ensure strong leadership, effective staffing, and high-quality service delivery for direct care teams.
  • Provide direct oversight or mentorship to other Program Directors to ensure consistency, collaboration, and alignment across programs.
  • Oversee caseload management, scheduling, and workload distribution to optimize service capacity.
  • Serve as a liaison with referring agencies and funding sources, ensuring timely referrals and service coordination.
  • Monitor and ensure timely, accurate clinical documentation to meet compliance and billing standards.
  • Oversee client authorization processes, including pre-authorizations, concurrent reviews, and discharge planning.

Administrative Leadership & Operational Support
  • Oversee program support staff, ensuring efficient administrative operations.
  • Oversee payroll, onboarding processes, and personnel file management, ensuring regulatory compliance.
  • Maintain accurate financial and operational records, including program budgets, billing, and financial documentation.
  • Ensure completion of new hire onboarding and ongoing compliance with HR and training standards.

Employee Engagement & Staff Development
  • Foster a positive, supportive work culture that promotes staff engagement and retention.
  • Provide staff with mentorship, coaching, and performance oversight.
  • Conduct staff meetings, training sessions, and professional development initiatives.
  • Implement employee recognition and engagement strategies to improve workplace morale.
  • Identify leadership development opportunities for staff and support career growth pathways.

Financial & Performance Management
  • Assist in developing the annual program budget and monitor financial performance.
  • Track program KPIs, including service utilization, staff performance, and compliance metrics.
  • Implement continuous quality improvement initiatives to enhance service effectiveness.

Stakeholder & Community Engagement
  • Maintain strong relationships with community partners, referral agencies, and regulatory bodies.
  • Represent the organization in regional meetings, audits, and compliance reviews.
  • Advocate for program visibility and participate in outreach and community engagement efforts.

Risk Management & Compliance
  • Ensure compliance with all state licensing requirements, accreditation (COA) standards, and payer regulations.
  • Identify and address potential risks in service delivery and operations.
  • Oversee crisis response planning and ensure team members are equipped to handle emergencies effectively.

Qualifications
  • Bachelor's Degree in a human services field, such as Social Work, Psychology, Counseling, Sociology, or Criminal Justice, focusing on mental health services.
  • Minimum of 5 years' experience in a community-based mental health setting working with children and families, including at least 2 years in a supervisory role.
