Job description

Position Summary : Under the direction of the Program Director, the Program Manager serves as the division's second-level leader and is responsible for overseeing day-to-day program operations, staff performance, service delivery, and regulatory compliance. The Program Manager works in close partnership with the Program Director to implement program goals, ensure contract and licensing requirements are met, support staff and Resource Parent development, and maintain high-quality services for children, youth, and families. As part of Aldea's Social Services Division and licensed Foster Family Agency (FFA), the Program Manager provides operational leadership across programs including foster care, emergency placement services, adoption services, adoption and guardianship support, and the Transitional Housing Program (THP) for Non-Minor Dependents (NMDs).

The position shares administrative on-call responsibilities with the Program Director and may act on behalf of the Program Director as delegated. Success in this role requires strong leadership, sound judgment, adaptability, and the ability to effectively coordinate staff, external partners, and program operations in a dynamic environment. Duties and Responsibilities Operational Management & Leadership Oversees daily program operations, staff performance, and service delivery to ensure effective, high-quality services and achievement of program goals.

Participates in recruitment, onboarding, supervision, professional development, and performance management of program staff. Provides operational, administrative, and clinical support to staff, ensuring accountability to program standards, productivity expectations, and service requirements. Coordinates program operations with agency departments and maintains effective communication and workflow systems.

Clinical Excellence & Crisis Management Provides leadership and support during crisis situations and critical incidents. May provide direct services to clients/families as needed to ensure continuity of care. Supports staff and Resource Parent development through coaching, training coordination, and professional development activities.

Ensures documentation and records are timely, accurate, secure, and compliant with regulatory and program standards. Contract Compliance & Quality Improvement Monitors program performance, contract deliverables, outcomes, and regulatory requirements to ensure compliance and high-quality service delivery. Oversees data collection and analysis, implements Performance Quality Improvement (PQI) initiatives, and collaborates with program leadership and Compliance staff to address deficiencies and improve outcomes.

Community Engagement & Relations Facilitates positive working relationships with County partners and community agencies. Represents the program and agency by participating in appropriate meetings and community activities as directed. Implements community outreach activities, delivers training, and participates in public speaking to educate the community and reduce stigma.

Actively participates in agency activities, events, and training opportunities to support organizational goals and professional development. Performs other manager-level duties as assigned by program or executive leadership Reporting Relationship: Reports to the Program Director-Social Services and functions as the second-level leader for the Social Services Division. Subordinate Staff (may provide direct clinical supervision, task supervision, or general support ): Supervisor, Therapist, Social Worker, Case Manager, Family/Peer Advocate, Interns.
